Incident Command Centre (ICC) For the purposes of this EPM, the Emergency Operations Centre (EOC) is referred to as the Incident Command Centre (ICC). The ICC is a pre-designated facility established in the event of local and area emergencies. The ICC is the main command centre. From here, the Incident Commander directs the activities of the emergency responders. The Incident Commander may choose to relocate the ICC near the incident site, particularly if the emergency has the potential to cause significant property or environmental damage, draws significant public, media or government interest or requires extensive manpower/resources to protect the public where a unified response is warranted. If the ICC is relocated/opened near the incident site it would be the centre from which public safety issues are directed including the management of rovers, roadblock, and monitoring crews. This centre also performs the following functions: • A check-in station for responders who are entering and exiting the Emergency Planning Zone (EPZ), or the area affected by the incident. • A storage area for equipment and manuals needed by roadblock and environmental air monitoring crews.

• A staging area for equipment that is commissioned during the emergency.

• A backup location for the On-site Command Post (OSCP) if on-site personnel have to relocate.

If the ICC is not relocated, a staging area will be established near the incident site to manage the public safety issues. Whenever possible company and municipal responses should be directed from a single Emergency Operations Centre.

The Incident Commander may continue to operate from the Incident Command Centre or may relocate to the ICC near the incident site
