2.3.2 Downgrading Emergency Procedures Downgrading levels of an emergency and making the decision to return users to the area and resume work will be made by the Incident Commander in consultation with the regulator along with other engaged appropriate provincial and local agencies. Government clearance to resume normal activities may be required if there has been a fatality, serious injury or extensive damage. Relevant government agencies that may be involved are the RCMP or Local Police, Workers Compensation Board, Occupational Health and Safety, Health Services / Authorities and Environment Departments. Other than response to attend to persons injured or killed (preventing further injuries and protecting property), PARTICULAR CARE MUST BE EXERCISED TO ENSURE THAT ALL EVIDENCE IS PRESERVED IN ITS ORIGINAL STATE. Where loss, property damage, or loss of revenue has occurred, evidence will not be disturbed until permission has been received from the operator, the Insurance Company adjuster or any government agencies involved.
