The City’s park system is classified into three types depending on size and use: community parks, neighborhood parks and dog parks. The City of Pearland has plenty of sidewalks and trails available for walking, jogging and biking. Responding to Flood & Drainage Issues

PEARLAND’S FLOODPLAINS If you'd like to learn more about the flood risk at your property by reviewing flood maps, stop by the Pearland Branch of Bra - zoria County Library or visit the Engineering and Public Works Department at 2016 Old Alvin Rd. Everyone who wants to look at the flood maps will be helped. The floodplain map was pre - pared by the Federal Emergency Management Agency (FEMA). However, these are not the only areas that may flood. Some of our flood-prone areas are not shown on the flood map because flooding in these areas is typically due to local storm drainage problems. During heavy rainstorms, drainage problems may cause flooded roads, local ponding and/or overflowing ditch - es. Our worst and most frequent flooding occurs along Clear Creek, but other waterways also rise out of their banks and can flood homes.

in the past doesn‘t mean you will be safe the next time the water rises. Don‘t make a big mistake and think that disaster assistance or federal loans will be your best solution. If your home or business is damaged, you may be required to get a permit to make repairs. If repairs cost more than 50 percent of the market value of your building, FEMA regula - tions require you to bring the building “into compliance“ with the current floodplain regulations. This could mean elevating the building on a higher foundation or taking other measures to satisfy the rules. If you experience major flood damage and are covered by flood insurance, in addition to the regular insurance payment, you may be eligible for up to $30,000 more through Increased Cost of Compliance (ICC) coverage. This money pays for property protection and compliance. Remember to save all documents, such as receipts and photos, associated with flood damage repair, as these will be helpful for your flood damage claim and flood mitigation in - surance. Call the City for a damage estimate, and remember to apply for a permit in order to qualify for this money. Learn more at pearlandtx.gov/floodplain .

FLOOD INSURANCE PROTECTS YOU FINANCIALLY

If your home or business is in the floodplain or in an area where stormwater collects, flood insurance is recommend - ed. Flood damage is not covered by your standard property insurance policy or your renter’s policy. Some mortgages require you to buy flood insurance, but you can buy a policy even if your lender doesn‘t require it. Most insurance agents can sell you a policy. This important financial protection can pay for cleanup costs and to repair damage to your building. Be sure to ask about coverage to help replace your personal belongings or building contents. Note: There is a 30-day waiting period before coverage takes effect — so don‘t wait until the next storm is in the forecast to decide to protect your family. Just because you haven’t had flood damage

Best Management Practices The Municipal Separate Storm Sewer System (MS4) permit by the Texas Commission on Environmental Quality (TCEQ) allows the City of Pearland to discharge into surface water of the state.

The City has completed its third five-year Stormwater Management Plan. In 2024, the fourth five-year plan will be submitted to TCEQ and, upon approval, will be available to the public on the City’s Stormwater Management Page. There are a number of ways that a homeowner or business owner can help to reduce the amount of chemical, biological and physical pollutants on the ground and in the storm sewer system. Best management practices include the following:

■ Limit the use of fertilizers and pesticides. ■ Keep sewage from being disposed of in storm drains. ■ Pick up after your pets (pet waste). ■ Clean vehicles at a wash station or in the grass. ■ Never dispose of toxic chemicals down the storm drain. ■ Do not throw trash into the storm drain. ■ Properly dispose of trash/yard waste. ■ Never dispose of fats, oils or grease down the drain.

City Council Approves Victor Brownlees as Assistant City Manager of Pearland

The City of Pearland is pleased to announce the appointment of Victor Brownlees as its new Assistant City Manager.

On October 23, Victor Brownlees joined the City of Pearland as the Assistant City Manager. This appointment came after a thorough search and evaluation process, during which Brownlees' exceptional qualifications and dedication to public service stood out. “Victor Brownlees brings a wealth of experience and a strong commitment to our community,” stated Trent Epperson, City Manager of Pearland. “In his previous roles, he has demonstrated exceptional leadership and pivotal roles in driving growth and fiscal stewardship. We are confident that Victor will make significant contribu - tions to the city's continued progress.” As Assistant City Manager, Brownlees will oversee a range of vital departments within the city, including Parks & Recreation, Finance, Community Development, and the Convention and Visitors Bureau, helping to shape the future of Pearland. His extensive background and proven track record in municipal leadership made him an ideal candidate for this position. Prior to joining the City of Pearland, Brownlees held the distinguished position of the City of Baytown's first Chief Growth Officer. As such, he played a crucial role in driving the city's ambitious agenda for economic growth and man- aged complex relationships with businesses and partner agencies. During his tenure in Baytown, he also retained his responsibilities as the city's Director of Finance, show- casing his multifaceted capabilities.

Brownlees also served as Chief Executive Officer (the U.K. equivalent of City Manager) for several local and municipal governments in the U.K. prior to moving to the United States in 2017. This prior experience gives him valuable insights into effective governance and economic development. By profession, Brownlees worked as an accomplished accountant and was a member of the Chartered Institute of Public Finance & Accountancy (CIPFA), the leading body for practitioners specializing in public sector financial man - agement. His contributions to fiscal stewardship in the U.K. public sector earned him the prestigious title of Fellow of CIPFA in 2016. Furthermore, Brownlees is an alumnus of Harvard's Kennedy School of Government Senior Executive Program for State and Local Government, a testament to his commitment to excellence in public administration. Additionally, Brownlees is a Credentialed Manager with the International City/County Management Association (ICMA), further solidifying his expertise and commitment to profes- sional development in local government management. Brownlees is married to Jinna, a native of Lubbock, Texas, and a retired colonel who served for 30 years in the U.S. place to live, work and thrive. “

Army Nurse Corps. Their son Alexander is a firefighter resid - ing in Conroe, Texas, with his wife Elizabeth and their baby Callum. Beyond his professional and family life, Brownlees has a passion for drumming. His rich musical background includes having played in marching bands, orchestras, jazz bands and rock bands. Brownlees is also a fifth-generation traditional Ulster-Scots (Scotch-Irish) “lambeg” drummer, which allows him to honor his deep cultural history through his artistic talents. “I am honored to join the Pearland community and contribute to the city's growth and development,” Brownlees said. “I look forward to working with the dedicated team here and build- ing on the city's successes to make Pearland an even better place to live, work and thrive.” Brownlees' appointment as Assistant City Manager marks a significant milestone for Pearland, and the entire community eagerly anticipates the positive impact he will undoubtedly bring to the city's future. His blend of experience in, dedica- tion to and passion for public service makes him an invalu- able addition to the Pearland team.

The City of Pearland Parks & Recreation Department has made it easy for you to register for the program of your choice. A participant may not register more than seven days after a program has started. Program fees will not be prorated for an individual registering after a program has begun. There are two ways for you to submit your registration: 1 ONLINE

2 IN PERSON Walk-in registrations are accepted at the Pearland Parks & Recreation Welcome Center at 4141 Bailey Rd. from 8 a.m. – 5 p.m., Monday through Friday. For facility hours of operation, call 281.412.8900 .

You must have a City of Pearland Parks & Recreation Department account in our database in order to register online at pearlandparks.com . Online service is available 24 hours a day and is the preferred method of registration for the majority of program participants. RESIDENT FEE RATE In order to register and receive the resident fee rate, participants must show proof of residency within the corporate city limits of Pearland. Accepted forms include one valid photo ID (Texas driver’s license/ID card or passport) or other proofs of address, such as vehicle registration, utility/phone/cable bill or credit card statement. AQUATICS

PRESCHOOL AQUATICS LEVEL 2 Students will continue to learn simultaneous arm and leg actions on the front and back, and will gain greater proficiency in all skills so that longer lengths of time and distances can be achieved. The following skills will be practiced: back and front float and recovery; roll from front float to back float and from back float to front float; glide on front and back; kick on front and back; swim with arms on front and back; and combined arm and leg action on front and back. Classes consist of eight (8) 20-minute lessons that are held two (2) days a week for four (4) weeks. PRESCHOOL AQUATICS LEVEL 3 Must be able to swim three body lengths independently but may have assistance standing back up. Must also be able to perform Preschool Aquatics Level 2 skills with assistance starting or ending the skill. Participants work to master skills learned in Preschool Aquatics Level 2 so that these skills can be performed without physical assistance from the instructor. Classes consist of eight (8) 20-minute lessons that are held two (2) days a week for four (4) weeks.

During this introductory course, students will work on blowing bubbles, as well as submerging the mouth, nose, eyes and entire body, and learn about safety around the water. Participants will practice blowing bubbles and will explore submerging the mouth, nose, eyes and head completely; buoyancy on the front and back; gliding on the front and back with assistance; submerging in a rhythmic pattern; beginning swimming using combined arm and leg action on the front and back with assistance; and changing body position in the water. Children must wear a swim diaper with a swimsuit over it until they are potty-trained. Children ages 9 months to 17 months may register for the class; however, the curriculum will be geared to those ages 18 months to 3 years. LEVEL 4 STROKE IMPROVEMENT Develops students’ confidence in the strokes learned in Level 3 and improves other aquatic skills. Students will learn the following: headfirst entries from the side of the pool in the compact and stride position, underwater swimming, feet-first surface dives, survival swimming, front crawl and backstroke open turns, and treading water using two different kicks. The class will focus on improvement in the basic swim strokes. Classes consist of eight (8) 45-minute lessons that are held two (2) days a week for four (4) weeks. (Prerequisite: Completion of American Red Cross Swimming Level 3.) LEVEL 5 STROKE IMPROVEMENT Students will refine all six strokes — the front and back crawl, elementary backstroke, breaststroke, sidestroke and butterfly — and increase the distances that they swim. The course includes an introduction to the following: shallow angle dives from the poolside, then glide and begin a stroke on the front; touch and pike surface dives (submerging completely); front flip and backstroke turns; and proper sculling techniques. Classes consist of eight (8) 45-minute lessons that are held two (2) days a week for four (4) weeks. (Prerequisite: Completion of American Red Cross Swimming Level 4.) LEVEL 6 STROKE IMPROVEMENT Students work to refine strokes so that they swim more efficiently and effectively over longer distances. PADDLE PEARLAND – INTRO TO KAYAKING Want to try your hand at kayaking? Drop in and use our equipment and pool! Participants of all ages and abilities are welcome. For those too young to paddle themselves, staff will tow the kayak along the pool wall. All participants must wear a lifejacket, which will be provided on site. $5 3+ years RCN

ADULT LESSONS Designed to develop confidence and basic skills in the adult swimmer and geared toward the needs of the class. BASIC LIFE SUPPORT (BLS) – AMERICAN RED CROSS

The Basic Life Support (BLS) course teaches healthcare providers and public safety professionals how to respond to breathing and cardiac emergencies in adult, child and infant patients. This class is taught in a blended learning format, and the online portion (accessed via mobile desktop or tablet) must be completed prior to attending the instructor- led skills session. Upon successful completion of the course, learners will receive a two-year Basic Life Support digital certificate with on-demand access to certificate and training history. American Red Cross is an accredited provider of continuing education by the Commission on Accreditation for Prehospital Continuing Education. PADDLE PEARLAND – LEVEL 1 KAYAKING This sunset edition of Paddle Pearland is the perfect way to learn about the city's native environment and take in some awesome views by kayak! Participants will go through a quick Kayaking 101 tutorial to make sure everyone is comfortable with the basics of paddling before hitting the water. During the program, participants will get a close look at one of our bird rookeries, learn about the vital aquatic habitats throughout the Pearland area and enjoy a relaxing paddle on the pond. Kayaks, paddles and PFDs will be provided. An adult must participate with anyone under the age of 18. Try our Paddle Pearland – Level 2 Kayaking! In this program, we will travel to Galveston Island for a three-hour paddle through the bay-side salt marshes. Participants will get a chance to put their paddling skills to the test in a more dynamic environment, with some mild wave action and an ocean breeze. They will also cover a longer distance than in the Level 1 program. The picturesque habitat provides ample opportunity to see wildlife, both on land and in the water. Kayaks, PFDs and paddles will be provided. This program will have single and tandem kayak options. Participants may choose to ride with Parks & Recreation to the island or drive themselves. An adult must participate with anyone under the age of 18, and children under 16 must sign up for a tandem kayak with their adult. CAMPING EXPERIENCE Nothing beats a night under the stars! Our Camping Experience is the perfect first overnight adventure for those looking to get into camping. Our campsite will be in a semi- lit environment with quick access to cars, running water and bathrooms. It’s a great way to learn which equipment and supplies are must-haves, the best way to set up your campsite, how to Leave No Trace, and how to ensure that everyone is ready to take camping out into the wilderness! BIOMIMICRY ENGINEERING: People aren’t the only engineers on planet Earth! Animals and plants are behind the designs for Velcro, airplanes, submarines, wetsuits, coats and more! What other ways can natural phenomena be engineered to improve everyday life? During this exciting week, campers will learn about unique animal adaptations and then use their imaginations to develop new ideas in Biomimicry Engineering! WILD MYTHS AND MISCONCEPTIONS: Are bats really blind? Do toads give you warts? Are vultures really gross? Campers will uncover the truth behind some of the most common myths and misconceptions of the animal kingdom in this week full of discovery and surprise! SUPERPOWERS OF THE PLANET: The ability to fly, spew acid, set sticky traps, become invisible and deploy body armor are just a few superpowers that can be found in the creatures of planet Earth! During this week, campers will study the amazing adaptations that give plants and animals “superpowers” and then consider those adaptations as they create their very own superhero or villain!

CAVERNS AND CREATURES: A NATURE-BASED RPG: You’re a Grey Squirrel passing through a blooming Meadow in Spring when suddenly a Red Shouldered Hawk flies overhead. What do you do? During this exciting week of camp, Caverns and Creatures: A Nature-Based RPG (Role Play Game), campers will use their creativity, imagination and knowledge of nature to build a world, create a creature and apply problem-solving skills to STEM lessons while running a nature-based campaign. Campers can expect to have fun, make friends and experience the same outdoor recreation and animal encounters featured in all other Camp Pelican programs. Financial assistance is available. PEARLAND EARLY LEARNERS Children who participate in high-quality early learning experiences are better prepared for success in kindergarten and beyond. Children will learn the basics of writing, math, science and reading and will also go on nature adventures. Your child will be introduced to activities to help sharpen listening skills, social skills, hand-eye coordination and healthy habits. Children must be toilet-trained; wearing pull-ups does NOT meet this requirement. A minimum of five participants must register seven days prior to the class start date. TUMBLIN’ FUN Come share fun time with your child. Your little one will be introduced to an educational activity in warm-up, plus enjoy a playful Balloon Game. Then, the interactive free play time will begin, during which new playmates will be made. Your child will have the opportunity to develop motor and memory skills in the Learning Stations. Throughout the class, your little one will build confidence in their movements and self-expressions as they catch “bubbles” and learn to sing the “Good-bye Song.” Parent participation is required.
