JUDGE LADY IVY VANITY D. VELASCO, LL.M.
She is among the youngest female appointees to the first-level courts as a Municipal Trial Court Judge-at-Large. She possesses an extensive working background in the Philippine and international settings, having practiced law, engaged in development initiatives, and led anti-corruption investigations alongside a team of elite international investigators worldwide. As a law student, Judge Velasco has participated in advocacy and litigation activities through the University of the Philippines Office of Legal Aid and the Sentro ng Alternatibong Lingap Panligal (SALIGAN). She then served as a legal analyst handling land reform cases at the Department of Agrarian Reform and as an Executive Assistant V in the Court of Appeals. After passing the Bar Examinations in 2013, she was promoted to Court Attorney IV at the Court of Appeals and eventually held the Court Attorney V post. When she returned from her studies abroad, she expanded her management and development experience to join Teach for the Philippines. Inc., as Strategic Development Manager. She then accepted the roles of Integrity Consultant for the Asian Development Bank and Legal Consultant for the Supreme Court of the Philippines. Judge Velasco is a highly respected lecturer for criminology and law at various institutions, including the University of the Philippines, Lyceum of the Philippines University, the University of Perpetual Help System DALTA, the University of the Cordilleras, Universidad de Zamboanga, and Pathways Criminology Review Center. She earned her Master of Laws from Columbia Law School, New York City, and her Juris Doctor and BS Business Administration from the University of the Philippines-Diliman. A UP cum laude, she is also a Fulbright-CHED scholar, a Columbia Law Harlan Fiske Stone scholar, and a Parker School certificate awardee for international law.
RENATO M. ABASTILLAS, JR., RCRIM.
He is a Bachelor of Science in Criminology graduate at the Philippine College of Criminology as a Club Bulakeño Foundation scholar. He obtained his law degree from the University of Santo Tomas Faculty of Civil Law. He worked as Court Attorney IV at the Court of Tax Appeals in the office of Senior Associate Justice Juanito C. Castañeda, Jr. In 2015, he was appointed as Public Attorney I and was promoted to Public Attorney Il at the Public Attorney’s Office in Quezon City District Office. In 2018, he joined the Office of the Ombudsman - Office of the Special Prosecutor as Assistant Special Prosecutor I. However, after more than a year, President Rodrigo Roa Duterte appointed him to the Department of Justice as Assistant City Prosecutor of Quezon City. He is a long-time board reviewer in Criminal Law and Jurisprudence at leading review centers, particularly Pamantasan ng Lungsod ng Marikina, Emilio Aguinaldo College, Universidad de Manila, Philippine College of Criminology, Taguig City University, STRATREV, Stronghold Review Center, Center for Technical Professions, Ariel D. Manlusoc Review Center, Pathways International Review and Training Center Corp., MATEC Training and Review Center, College of St. Catherine Quezon City, Carl E. Balita Review Center, Quest Review Center and Crime zone. He is the first lead Convenor in Criminal Law and Jurisprudence (TOS-Criminology) in the First Criminology Summit conducted by the Professional Criminologists Association of the Philippines. He was a recipient of the 2020 Outstanding Criminologist of the Year Award-Government Service Category given by the Professional Criminologists Association of the Philippines.
