ملخص: مـن وحـي أزمـة الديمقراطيـة التمثيليـة التـي تعيشـها فرنسـا بمظاهرهـا املتعـددة التـي تجسـدها االحتقانـات االجتماعيـة واالسـتقطابات السياسـية وتنامـي النزعـات الشـعبوية، يطـرح الخبيـر الدسـتوري، دومينيـك روسـو، مقاربتـه لهـذه األزمـة يف صيغـة أطروحـات إصلحيـة محـددة تنهـض بمفهـوم "الديمقراطيـة املسـتمرة" الذي وضعـه منـذ بدايـة التسـعينات. ويقتـرح املُؤَلِّــف سـتة مسـالك لإلصـاح الجوهـري يمكــن توزيعهــا بيــن محوريــن كبيريــن. يتعلــق أحدهمــا بالعمــل ىلع اســتعادة املوقــع املركــزي للمواطــن يف التعبيــر عــن اإلرادة العامــة وصناعــة السياســات العامـة، وثانيهمـا باعتمـاد تعديـات مؤسسـاتية تعيـد التـوازن للنظـام السياسـي بتموقـع جديـد للسـلط الرئاسـية والحكوميـة والبرملانيـة والقضائيـة. الديمقراطيــة املســتمرة، أزمــة التمثيليــة، الدســتور، اإلصــاح، كلمــات مفتاحيــة: حقــوق اإلنســان، املجتمــع املدنــي. * Nizar Lafraoui نزار الفراوي - Abstract: Inspired by France's crisis of representative democracy, manifest by social strain, political polarisation and growing populist tendencies, constitutional expert Dominique Rousseau presents his approach to this crisis in the form of specific reform theses that gave rise to the concept of "continuous democracy" in the early 1990s. He proposes six paths to reform that can be divided among two major themes. The first pertains to the restoration of the citizen’s central position in the expression of general will and public policy-making. The second is the adoption of institutional amendments that rebalance the political system with a new positioning of presidential, governmental, parliamentary and judicial power.
