Assessing the Political, Security and Institutional Performance of Iraq in International Indicators * Nowzad Abdulrahman Alhiti - نوزاد عبد الرحمن الهيتي ملخص: يــروم البحــث تحليــل األداء السياســي واألمنــي لجمهوريــة العــراق يف املؤشــرات الدوليـة، مبيِّنًــا جوانـب ضعـف هـذا األداء يف كل مؤشـر مـن املؤشـرات الـواردة يف تقاريــر عــدد مــن املؤسســات الدوليــة وقيــاس فجــوة األداء بيــن العــراق والــدول املتقدمـة، واعتمـد األسـلوب الوصفـي التحليلـي يف تقييـم األداء املذكـور. وخلـص البحـث إلـى أن العـراق مطالـب باتخـاذ مجموعـة مـن الخطـوات لتحسـين أدائـه يف املجـاالت املذكـورة، ومنهـا تشـكيل فريـق مـن الجهـات املعنيـة باملؤشـرات األمنيـة والسياسـية واملؤسسـية تكـون مهمتـه دراسـة كافـة املؤشـرات، وتحديـد جوانـب القـوة والضعـف يف أداء العـراق يف املجـاالت املذكـورة، وآليـات وسـبل تحسـينه .2030 واإلجـراءات املطلوبـة، وذلـك لتحقيـق رؤيـة العـراق العـراق، املؤشـرات الدوليـة، األداء األمنـي، األداء السياسـي، األداء كلمـات مفتاحيـة: املؤسسـي. Abstract: This research analyses Iraq’s political, security and institutional performance in international indicators, showing aspects of weaknesses in each of the indicators in the reports of various international institutions, and measuring the gap between the performance of Iraq and that of developed countries, using the descriptive analytical method. It concludes that Iraq is required to take a set of steps to improve its performance in the aforementioned areas, including the formation of a team concerned with security, political and institutional indicators whose task is to study all indicators, identify strengths and weaknesses in Iraq’s performance, and the development of mechanisms and ways to improve it and the required procedures, in order to achieve Vision 2030. أ.د. نوزاد عبد الرحمن الهيتي، أستاذ االقتصاد السياسي يف املعهد الدبلوماسي، قطر. * Dr. Nowzad Abdulrahman Alhiti, Professor of Political Economy at the Diplomatic Institute in Qatar.
