term: “Prepared in Canada” means that the food was prepared in Canadian facilities, with Canadian workers, using domestic and/or imported ingredients. But when I called Post Foods Canada – their 1-800 consumer information agents BSFMPDBUFEJOUIF64mUIFEFUBJMTHJWFO were murky. One Post agent I spoke with said to look for an “Imported” label on the box (there isn’t one) and that the cereal, according to the Best Before information and product 4,6OVNCFST XBTNBOVGBDUVSFEJOUIF64 However, a second call to another agent to confirm said, ambiguously, the cereal iXBTMJLFMZNBEFJOUIF640S$BOBEBu So who knows? While some labelling is unclear, the information on food products can help you decide where to send your shopping dollars. And while some people are calling for a boycott on all American products including food, the degree of opposition and decision to purchase only “Product of Canada” brands is up to you and your family’s budget and philosophy. There’s a nuance to remember here in a complicated supply-line system that isn’t black and white: Canadians working in American stores and food production facilities here in Canada, including eastern Ontario, are earning a living even though the company’s profits are sent south to the American head office. It’s up to you to decide: the key is being mindful about the food you purchase. Food writer Andrew Coppolino lives in Rockland. We got a jolt this month as the blustery U.S. president continues to threaten to upend existing Canada-United States relations with crippling trade tariffs, starting with 25 per cent on steel and aluminium products expected to start this week. While we fretted about potential damage, people began looking closely at where their food comes from, how our economy works and the general nature of our trade rela- tionships – especially with our neighbour below the 49th parallel. It stoked a moribund sense of nationalism here: Canadians have been awakened to the realization that we need to not only think local when we make food purchases, but we need to “think national” too. The activation has been less a boycot- ting of American products than a renewed Canadian patriotism triggering a landslide of activity on the Internet by Canadians searching for truly Canadian foods: mem- CFSTIJQPGB'BDFCPPLQBHFDBMMFEi.BEF in Canada-Canadian Products,” for instance, skyrocketed to more than 700,000 people. Though it is not always transparent, discovering “Canadian” foods starts with reading the label on your can of beans, bottle of ketchup or package of cookies. Product of Canada The Government of Canada calls them “origin claims on food labels.” Any infor- mation a food-processing company adds to their labels about where the food comes from, and any attending advertising, must be accurate and not misleading. There are a few labels to understand as you go through the grocery-store aisles. Generally, a food product – let’s say your jar of Bolognese spaghetti sauce – can use the label “Product of Canada” when the vast majority of “major ingredients” in the jar are Canadian in origin and the processing of the tomatoes, facilities and the labour used to make the product are Canadian. A factor of roughly two per cent non-Cana- dian ingredients is permitted: for example, if the chocolate chip cookies you purchased are made in Canada with Canadian flour, butter, eggs, milk solids, salt and baking soda, they can be labelled “Product of Canada” – even though we must import the primary ingredient, chocolate. This is the case generally for spices, many vitamins and minerals, flavouring agents and food additives, as well as cane sugar, coffee and oranges and grapefruits, and other such fruits. A food product claiming to be “Cana- dian” is generally a claim to be a “Product of Canada,” but foods exported and then

The labelling on Breton crackers from Canadian- and family-owned Dare Foods requires an Enigma cipher machine to crack the code of letters in the “Best Before” EBUFi$uJOEJDBUFT$BNCSJEHF 0OUBSJPi.u .JMUPO 0OUBSJPi3u4BJOUF.BSUJOF 2VFCFD and “S” Spartanburg, South Carolina. The Bretons in my larder were, it turns out, made in Kitchener, Ontario – but how would you know that if you didn’t contact the company? A label on the front of Post Spoon Size Shredded Wheat and Bran offers another every one of the communities within the Prescott County region. They spend the evening first with an instruction session for young hockey enthusiasts on skating and game skills. The rest of the evening is spent in a free-for-all scrimmage session between the Hawks and their young fans. Leonard noted that the program has proven successful enough to consider as a regular feature for the club every season from now on. “One thing we wanted to do was to get the team more involved in the community,” he said, “and also to attract more interest in hockey in Hawkesbury.” The program wraps up with its final ses- sions later this month in Alfred and across UIF0UUBXB3JWFSJO(SFOWJMMF 2VÊCFD5IF

LES DROITS DE DOUANE SUR L’ACIER À NOUVEAU SUR LA TABLE

Le président Donald Trump a décidé de taxer les exportations canadiennes d’acier vers les États-Unis. La question est maintenant de savoir comment cela affectera l’un des plus grands et des plus anciens employeurs de la région de Prescott-Russell. Lundi soir, M. Trump a signé un décret imposant des droits de douane de 25 % sur toutes les exportations étrangères d’acier et d’aluminium vers les États-Unis. M. Trump a déclaré qu’il n’y avait pas d’exception et les entreprises canadiennes du secteur de l’acier et de l’aluminium demandent au gouvernement fédéral de prendre des mesures de rétorsion en imposant des droits de douane sur les importations américaines au Canada. La décision de M. Trump revient sur la promesse qu’il avait faite le mois dernier de reporter d’un mois les menaces de droits de douane sur les exportations canadiennes et mexicaines vers les États-Unis. Sa décision d’imposer des droits de douane se limite désormais aux importations d’acier et d’aluminium vers les États-Unis, mais elle élargit le champ d’application à toutes les importations de ces produits métalliques aux États-Unis en provenance de tous les pays. La nouvelle barrière tarifaire entre en vigueur le 12 mars. U.S. President Donald Trump will impose a 25-per-cent tariff on Canadian steel imports to his country starting next month. Ivaco Rolling Mills in L’Orignal ships almost 60 per cent of its steel products to the U.S. (Ivaco Rolling Mills Ltd.) d’annoncer sa propre réponse.

M. Trump prétend que l’imposition de droits de douane sur les importations d’acier contribuera à renforcer les entreprises sidé- rurgiques américaines. Mais les analystes financiers ont fait remarquer que chaque fois qu’un droit de douane est imposé sur un produit importé de l’étranger, le coût de ce droit est répercuté sur les consommateurs. Cela signifie que tout ce qui est vendu aux États-Unis et qui est fabriqué à partir d’acier canadien coûtera plus cher aux Américains. Laminoirs Ivaco, située près du village de L’Orignal dans le canton de Champlain, fait partie de l’économie régionale de Prescott- Russell depuis 1971 et emploie plus de 600

personnes. Heico Holdings Inc. a acquis Ivaco en 2004. Ivaco produit des billettes EBDJFSFUEVàMNBDIJOFMBNJOÊ&OWJSPO 60 % de ses produits sont destinés à des clients américains et environ 40 % à des clients canadiens. L’entreprise vend parfois de petites quantités de fil machine et de billettes à d’autres marchés, mais le marché nord-américain représente 99,8 % de ses produits. Les représentants de l’entreprise ont déclaré par le passé qu’il existait une stratégie pour faire face à toute situation tarifaire, si elle se produisait.

Lorsque M. Trump a annoncé le mois dernier son projet initial de droits de douane de 25 % sur toutes les importations cana- diennes et mexicaines aux États-Unis, les responsables d’Ivaco Rolling Mills Ltd. à L’Orignal ont adopté une approche « atten- tiste » pour voir si M. Trump mettrait sa menace à exécution ou non. La position de l’entreprise à l’époque était que la menace de tarifs douaniers de M. Trump était une « tactique de négociation » pour pousser à la renégociation de l’actuel Accord de libre-échange Canada-États-Unis-Mexique "-&6$.

LES PRODUCTEURS CANADIENS D’ACIER SONT PRÉOCCUPÉS PAR LES TARIFS DOUANIERS

Cobden a rappelé que, lorsque le président Trump a imposé des tarifs sur l'acier cana- dien en 2018, «nous avons été témoins d'importantes perturbations et de préjudices de part et d'autre de la frontière, qui ont nui aux États-Unis et au Canada». «L'économie canado-américaine est très intégrée et génère des échanges commer- ciaux de 20 milliards $ pour l'acier entre nos deux pays. 40 % des importations d'acier du Canada viennent des États-Unis», a-t-elle souligné. Mme Cobden a appelé «de toute urgence» le gouvernement fédéral à «agir de nouveau avec détermination pour lutter contre cette menace et à faire en sorte que toute mesure prise contre notre secteur donne lieu à des mesures de rétorsion». Dimanche, M. Trump a déclaré qu'il impo- sera des droits de douane de 25 % sur toutes les importations d'acier et d'aluminium aux

États-Unis, y compris pour le Canada et le Mexique. Il a mis cette menace à exécution lundi soir avec la signature d'un décret. Il ne s'agit pas d'une première, puisque M. Trump avait imposé des droits de douane de 25 % sur l'acier et de 10 % sur l'alumi- nium en mars 2018, lors de son premier mandat. Le Canada avait d'abord bénéficié d'une exemption à ces tarifs, mais avait finalement été frappé par les droits de douane le 31 mai 2018. Ottawa avait répondu par une série de contre-droits de douane sur des produits américains, comme le jus d'orange de Floride. Près d'un an plus tard, le 17 mai 2019, la Maison-Blanche avait annoncé qu'un accord avait été conclu pour empêcher les «hausses» des approvisionnements en acier et en aluminium du Canada et du Mexique, mettant ainsi fin au conflit commercial.
