Chairman and established numerous local committees, including logistics, registration, lodging, transportation, and Silhouette activities, to sup- port the GCM. These host chapter committees were responsible for securing venues, managing delegate registration, setting the week’s activity itinerary, sponsoring entertainment events for members and their fami- lies, assisting visitors with overnight accommodations, and overseeing on-site operations. As the GCMs have grown in terms of delegate attendance, venue size, and programming, the Fraternity transitioned away from relying on host chapter resources for planning. The Fraternity began to utilize a central committee (GCMC) and IHQ to plan and execute (GCMs) and NFD Week- end Observances. Currently, a GCMC planning document outlines the roles and responsibilities of the GCMC/OST committee, IHQ, and the host chapter. The GCMC is responsible for the meeting itself and other ancillary activities, whereas IHQ manages: • Delegate registration • Distribution of voting credentials • Provisioning the Conclave Gift • Reviewing all Event Insurance Checklists submitted by the host chapter for all public events, including social events • Dignitary travel and lodging accommodations • Vendor exhibition hall, including registration of authorized vendors • Sending supplies from IHQ to the host city convention center; • Producing GCM publications such as the State of the Fraternity

and level of airline service to/from host city. The GCMC deliberates internally and consults with the respective CVBs to clarify data and narrow the number of potential cities to three or four. Once the GCMC reduces the number of prospective host cities, the GBOD evaluates the city presentations, com- pares the analyses, and then votes on the winning proposal to host a Conclave that will take place five years in the future. INTANGIBLE CRITERIA One key consideration for GCMC is minority representation within city leadership, the CVB, hotel
management, and the convention center. GCMC, on behalf of Kappa Alpha Psi, prefers to do business with minority-owned businesses, city officials, and other groups that align with the Fraternity’s interests. The Fraternity wants visiting brothers and their families to patronize minority businesses during Conclave Week.
ROLES AND RESPONSIBILITIES
In previous decades, GCM planning was solely the responsibility of the host chapter. The host chapter appointed a chapter member as the Conclave
