John E. Eubanks, Sr. 1933-2024 Educator, Civil Servant, U.S. Army
T he Fort Worth (TX) Alumni Chapter mourns the passing of John E. Eubanks, Sr. (Pine Bluff (AR) Alumni 1965), who entered the Chapter Invisible on December 31, 2024. John Elbert Eubanks was born on June 6, 1933. Eubanks served in the United States Army. After his honorable discharge, he attended the University of Arkansas at Pine Bluff, where he earned a B.S. degree. He then earned an M.S. degree at Indiana University-Bloomington. Eubanks started his professional career as an educator at South East High School at Pine Bluff, AR as a health and physical educa- tion and science instructor

career with HUD as Direc- tor of Civil Rights for the Rocky Mountain region. Eubanks received numer- ous awards over the years for his dedication to fair housing. After retiring from HUD in 2000, he worked as Manager of Home Owner- ship Programs for Centex Mortgage. A Life Member of Kappa Alpha Psi Frater- nity, Eubacks was also a board member of the DFW Kappa Alpha Psi Founda- tion and a member of the Letter A Club at University of Arkansas at Pine Bluff. Brother John Eiubacks is survived by a daughter, son, seven grandchildren, two great grandchildren, two brothers and numerous nieces and nephews. ♦

He left the school system to join the Pine Bluff Jefferson County Economic Oppor- tunity Commission as the Assistant Director, where he managed staff and resources for the Labor Department and multiple employment and training programs for the agency. He joined the U.S. Department of Housing and Urban Development (HUD) as an investigator
enforcing the Fair Housing Act of 1968 and other civil rights laws and regulations, with the primary goal being to eliminate discrimination in housing. Eubanks served in various managerial roles at the regional level and was then promoted to Director of Compliance, Director of the Desegrega- tion Coordinating Office, and Director of the Fair Housing Enforcement Division. He completed his
