The study examines the impact of these tools on the political, economic and social dimensions of national security, and highlights how smart diplomacy has contributed to neutralising external threats through the development of balanced international partnerships, the enhancement of global legitimacy and the activation of symbolic, non-military deterrence. The study concludes that the Qatari model presents a replicable framework for understanding how small states can develop flexible national security strategies based on smart diplomacy that transcends the logic of hard power.
