Economic Reform in Iraq between Political challenges and Legal and Administrative obstacles * Daham Mohammed Al-Azzawi – دهام محمد العزاوي ملخص ، والاقتصــاد العراقــي يعانــي مــن 2003 منــذ ســقوط نظــام صــدام حســين، عــام أزمــة هيكليــة عميقــة، تتمثــل في اســتمرار الاعتمــاد الكلــي على النفــط مصــدرًًا وحيـد ًًا للموازنـة العامـة، إضافـة إلـى تفشـي الفسـاد والمحاصصـة السياسـية والعجـز يـًا مـن تراكـم الديـون الخارجيـة، وعـدم � المالـي، كمـا تعانـي الدولـة العراقيـة حال ا ًا وجـود إسـتراتيجية وطنيـة لتطويـر قطاعـي الزراعـة والصناعـة التحويليـة، فـضل عـن تراجـع دور القطـاع الخـاص في الاسـتثمار والتنميـة. وكل تلـك الأزمـات تشـكل عقبـات رئيسـية أمـام الإصلاح الهيكلـي للاقتصـاد العراقـي. الإصلاح الاقتصـادي، التحديـات السياسـية، التحديـات القانونية، الكلمـات المفتاحيـة: التحديـات الإداريـة، القطـاع الخاص. Abstract Since the fall of Saddam Hussein’s regime in 2003, the Iraqi economy has suffered from a deep structural crisis, characterised by continued total dependence on oil as the sole source of the state budget, along with the spread of corruption, political quota-sharing and fiscal deficits. The Iraqi state is also currently burdened with the accumulation of foreign debt and the absence of a national strategy for developing the agricultural and manufacturing sectors, in addition to the declining role of the private sector in investment and development. All of these crises constitute major obstacles to the structural reform of the Iraqi economy.
