More Than SAT. When soliciting items over the SAT for commercial items , the requirements are the same as actions under the SAT: • If not subject to WTO GPA or FTA, a reasonable time. • If subject to them but included in your annual forecast, 10 days from the combined synopsis/ solicitation. • If not included in your annual forecast, 40 days from combined synopsis/solicitation. For noncommercial items , it de - pends on what you are buying. In gen - eral, you must allow 30 days from the date you issue your solicitation before requiring offers. For purchase of Re - search and Development (R&D), you must wait 45 days from the presolici - tation notice. For orders under agree - ments, you must wait 30 days from the date of the presolicitation notice or 40 days from the presolicitation notice if subject to the WTO GPA or FTAs and not included in the annual forecast. This may be a request for quote, re - quest for proposal, or an invitation for bids. The solicitation must allow offerors enough time to prepare of - fers. And as it was for presolicitation notices, there are required minimum periods for receipt of offers from a solicitation, depending upon dollar value and commerciality. (See Table 2, adapted from FAR 53 respectively, for a summary.) More than $15,000, but less than or equal to SAT. In this dollar range, unless the purchase is subject to the World Trade Organization Govern - ment Procurement Agreement or Free Trade Agreements (WTO GPA or FTAs), you must allow a reasonable response time.
