Speaker Biographies

Joseph Rushing - PJM Joe is a Reliability Engineer at PJM, performing near-term and real-time reliability analysis as a PJM operator. During his 11 years at PJM, Joe started a three year rotational program in 2011 through the Markets, Operations, and Planning divisions. While in Real-time Market Operations from 2014 to 2016, Joe worked with PJM’s Security Constrained Economic Dispatch (SCED) tools and Locational Marginal Pricing verification process. From 2016 to 2021, Joe was a Senior Engineer in PJM’s Interregional Market Operations department, where he focused on interregional congestion management and represented PJM in the Congestion Management Process (CMP) Working Group and Interchange Distribution Calculator (IDC) Working Group. In February 2020, he assume the role of Chair in the IDC Working Group. Joe holds a Bachelor’s degree from Michigan Technological University in both Electrical Engineering and Computer Engineering, with a certificate in Electric Power Engineering. He also has a Master’s in Business Administration from the W.P. Carey School of Business at Arizona State University. Joe enjoys spending time with his family of four, the outdoors, sports, and home projects.

Patrick Stier - SERC Patrick Stier is a Senior Reliability and Security Advisor at SERC Reliability Corporation. Mr. Stier has 34 years in the security industry as a National Security leader, specializing in high-profile technical security, risk management, financial leadership, operational efficiency, and crisis management. Prior to joining SERC, Mr. Stier served in the U.S. Navy and the U.S. Secret Service, providing physical and technical security for numerous U.S. Presidents and Foreign Heads of State to include over 1200 different protected venues and National Special Security Events. Mr. Stier has a Bachelor of Arts in Criminal Justice/Law Enforcement Administration. He also holds Board Certifications in Certified Information Security Manager (CISM), Certified Protection Professional (CPP), Physical Security Professional (PSP), Professional Certified Investigator (PCI), Enterprise Security Risk Management (ESRM), Certified Technical Investigator (CTI), Network Intrusion Investigator (NITRO) and Enterprise and Broadband Network Administration.
