A new €500m scheme offering low-cost loans for energy efficiency upgrades in domestic homes has been launched in the Republic of Ireland. Low-cost Home Energy Upgrade Loan Scheme launches in RoI
Electrical Installation is among 30 disciplines set to be contested at WorldSkills Ireland 2024 in RDS Simmonscourt over September 25-27. Promoting skills and apprenticeship careers and opportunities for young people as they navigate future options
Homeowners can borrow from €5,000 to €75,000 at
significantly lower interest rates to make their homes warmer and cheaper to run. The Home Energy Upgrade Loan Scheme is said to be the first of its kind for both Ireland and the European Investment Bank, which is supporting it alongside the Sustainable Energy Authority of Ireland (SEAI). Upgrade projects musts be supported by an SEAI grant and projected to achieve a minimum 20% improvement in the energy performance of the building. Speaking at a launch event for the new scheme, Environment Minister Eamon Ryan said, “Over 48,000 home energy upgrades were supported through SEAI schemes last year - up a massive 76% on 2022 and exceeding the target by 30%. The new low-cost loans will help us to go even further in our retrofit delivery this year and in the years ahead.” www.seai.ie/grants/home- energy-grants/home-energy- upgrade-loan/
following secondary education, last year’s event welcomed more than 24,000 students from 300 secondary schools through its doors. Patrick O’Donovan, Minister for Further and Higher Education, Research, Innovation and Science, said, “Once again, WorldSkills Ireland will celebrate the best of Irish skills opportunities. “It is a brilliant opportunity for young people from all over the country to explore the variety of skills-based career paths available to them, from traditional fields like construction and mechanics to newer areas such as financial services, green skills and retrofitting.”

Call for new UK government to support skills development
ECA is highlighting electrification’s key role in decarbonising the UK economy as a new Labour government takes shape following the General Election on July 4. Electricians will play a pivotal role in delivering Labour’s key missions from economic growth to clean energy, said the electrotechnical and engineering services body. While a skilled electrical workforce is essential to the roll-out, integration and
maintenance of low-carbon technologies from heat pumps to solar panels and EV charging infrastructure, ECA said a shortage of skilled electricians is a fundamental obstacle to achieving net zero. With a four-year timeframe required to develop the core competencies needed, ECA is urging the new government to take this first step on the path to achieving the 2030 target set out in its manifesto. Further, to stimulate economic growth, fundamental flaws in the procurement system must be addressed with most of the construction industry united in calling for protective legislation to stop the abuse of retentions and improve payment performance. SMEs, which represent the majority of firms in the electrotechnical sector, need better support to deliver apprenticeships, said ECA. www.eca.co.uk
Environment Minister Eamon Ryan (pictured) launched the scheme alongside Finance Minister Michael McGrath and Minister of State Neale Richmond.

Electrical workers and apprentices urged to participate in safety survey

Fuuse secures £8.7m investment to power growth in EV charging
A short survey aimed at understanding the frequency, consequences and reporting practices relating to electric shocks in the workplace in Northern Ireland has been launched by ETT as part of its ‘Save Our Sparks’ Safe Isolation campaign. ETT is calling on all electrical workers and electrical apprentices to participate in the survey, by completing a simple online form by a deadline of July 26. Electric shocks can lead to severe and life-changing injuries or fatalities. In 2013, the Health and Safety Executive (HSE) released a publication which highlighted over 1,000 electric shocks or electric burns are reported each year, with around 30 being fatal. By participating in the survey, electrical workers from across NI are helping to highlight electric shock incidents that often go unreported and will be helping create a safer industry for everyone. HSENI is a supporter of ETT’s ‘Save Our Sparks’ campaign, which was inspired by Michael Adamson, a 26-year-old qualified and experienced electrician who was electrocuted and tragically died in 2005. His death could have been prevented had his employer ensured safe working practices were followed, including safe isolation. The survey can be found at: https://forms.office.com/e/ nz8P3vw4vM

A partner in several grant-funded projects developing bi-directional charging or vehicle-to-grid solutions, it is also working with partners on wireless induction charging and extending charging to buses, HGVs and boats. www.fuuse.io
Fuuse, a leading electric vehicle (EV) charge point management platform, has secured £8.7m in funding to propel its next phase of growth in the UK and Ireland. Existing clients include Arco Engineering, Dublin City Council, EVReady, Castlemartyr Resort and Spa, Car Chargers Ireland, Soteria Energy, Electric Skyline and MF Services. The support is coming from lead investor YFM Equity Partners, as well as existing investor Par Equity and an angel syndicate. Employing over 60 staff, Fuuse has grown by 400% in the last 12 months and now serves over 750 clients and 70,000 active users. It processes enough electricity each
TESP suggests caution over training packages in new Rogue Trainers video
Qualifying electricians have been urged to exercise caution around expensive training packages that promise much but may fail to deliver. The Electrotechnical Skills Partnership (TESP) has created a new video for its Rogue
Trainers campaign, in which an unsuspecting customer walks down a high street featuring attractive gold, silver and bronze package offers followed by pushy sales tactics and empty promises. TESP is hoping to raise awareness of training providers operating outside of industry- approved training routes and trying to sell bundles of qualifications including courses that are not essential or suitable for new entrants. TESP has also created a list of qualifications commonly found in these bundles and
outlined their content and intention, to help arm individuals with the right knowledge when looking for electrical training. Ruth Devine, chair of TESP, said, “Our advice is to take one qualification at a time – any reputable provider will agree with this – and not pay out for expensive packages of training which tie you into a number of irrelevant courses.” www.roguetrainers.co.uk/training-packages

The Dungannon-based company pleaded guilty to a single health and safety offence at an earlier court hearing in relation to the incident on October 16, 2021. Adam sustained fatal injuries after coming into contact with a live electrical circuit during work inside the property, which was under construction. He was working alone and unsupervised within a storeroom in the property when the incident occurred. A newly-laid electrical cable had become energised, resulting in electrocution. Lee Dougan, Inspector from HSENI’s Major Investigation Team, said, “It is vitally important that young or inexperienced workers including apprentices, are provided with clear and sufficient instruction, training and supervision from their employer, so they can understand the significance of health and safety whilst at work.” www.hseni.gov.uk

available accessories such as the BW or CW gland. Installation When it comes to installation, circuit integrity is a critical task required of fire-resistant cables. The cable must keep working by maintaining voltage and current safely to keep the system functioning. Therefore, the resistance to fire of the cable fixings, cable support system and any joints should be at least equivalent to the survival time of FP500 cable. The cable should either be fixed directly to the building structure or be installed such that it is enclosed in, or carried upon, cable management or

ANALYSIS
SURVEY FINDINGS HIGHLIGHT THE IMPORTANCE OF ECA’S WORK TO IMPROVE SKILLS IN THE SECTOR AND THE SIGNIFICANCE OF THE ELECTRICAL CONTRACTING SECTOR TO THE DELIVERY OF THE UK’S NET ZERO GOALS… Engineering services firms continue to struggle with labour shortages
Electrotechnical businesses continue to be held back by slow growth, partly attributed to a shortage of adequately skilled workers, according to the latest quarterly survey of the UK engineering services sector. Backed by the Electrical Contractors Association (ECA), Building Engineering Services Association, standards body SELECT and the Scottish & Northern Ireland Plumbing Employers’ Federation, the Q1 2024 survey published in June highlights labour as an ongoing concern for a fourth quarter. Of all survey respondents, 48% currently have vacancies with 50% struggling to fill roles due to an insufficient supply of applicants, 46% reporting applicants lack the right attitude or behaviours and 45% finding applicants’ pay expectations are too high. SMEs accounted for 85% of survey respondents. ECA said the findings highlight the importance of its work to improve skills in the sector, and the significance of the electrical contracting sector to the delivery of UK net-zero goals. Andrew Eldred, chief operating officer of ECA, said, “Through further action at national and local levels, we need to bring the number of electrical apprentice startups to a sustainable level. We should also expand appropriate green upskilling opportunities for already qualified electricians, using the industry’s own Electrician PLUS kitemark. “Policymakers need to start listening to engineering services SMEs and reshape the skills system to deliver training routes which real-world employers value and recognise. This is essential if we are to build an appropriately-sized workforce with the right qualifications to install low-carbon technologies efficiently and safely.” Electrician PLUS was launched by The Electrotechnical Skills Partnership in August 2023. The skills framework focuses on the core competence of a qualified electrician as a foundation for
upskilling and training in low-carbon installation. The survey also looked at payment times, with commercial clients and main contractors taking 31 to 60 days to pay for 63% and 61 to 90 days for 13% of survey respondents. Public sector clients, meanwhile, took 31 to 60 days to pay for 49% and 61 to 90 days for 13% of survey respondents. Overall, 58% of respondents said between 1 and 10% of their turnover is currently being held in retentions. Rob Driscoll, Director of Legal and Business at ECA, said, “Until the scope for late and abusive payment (including retentions) is resolved, the health of the engineering services sector will continue to be stunted. Slow growth disproportionately affects SME firms who tend to be at the end of the supply chain. “Without more action to fairly and proportionately spread risk throughout the supply chain, there is a potential for unnecessary business failure in the industry. “For electrotechnical firms to remain resilient, there must be fairer risk sharing between clients and industry. There will be little growth in the economy towards
green energy and net zero if those at the delivery end of the supply chain carry a greater burden of risk.” Debbie Petford, Director of Legal and Commercial at BESA, said, “In our recently published Top 30 M&E Contractors Report, many of the sector’s senior managers noted that the prospects for growth were improving - particularly in high-value sectors like healthcare, data centres and research. “They noted that there was a clear pipeline of projects for the next three to five years in sight and that MEP services were responsible for a higher proportion of the value in these strong growth sectors. “However, they continue to be worried about the lack of skills and diversity in the industry’s workforces, and the need to improve productivity by wider adoption of digital and off-site solutions which require new skillsets. This will clearly be a barrier to growth in the near future and BESA will be working hard with its members to help them plug key gaps.” ECA Northern Ireland Regional Office T: +44 (0)28 9147 9527 E: alfie.watterson@eca.co.uk www.eca.co.uk
