The Delaware Legion #598 celebrated its 60th anniversary and recognized several members with Lifetime Memberships on May 28th. The Legion supports veterans with funds raised from Friday lunches, meat draws, and other events. They regularly host musicians, so if you enjoy live music check the Legion’s Facebook page to get information on upcoming performances! On June 11th, the 132nd Poplar Hill Picnic – a fun-filled day including games, races, baseball games, lipsync contest and much more kicked off at noon. Let’s not forget the food – the Women’s Institute pies as well as the Poplar Hill & District Lions Chicken BBQ dinner never fail to satisfy! Last summer, Council directed staff to apply for funding from a new program offered by the Canadian Mortgage and Housing Corporation (CMHC) as part of the Government of Canada’s National Housing Strategy. The CMHC Housing Accelerator Fund (HAF) is a $4-billion fund designed to help local governments across Canada increase all types of housing supply in their communities. We are excited to announce that our second application to the CMHC was successful and that Middlesex Centre (MXC) will have access to $4.25 million from the HAF. In order to qualify for HAF funding, staff prepared an action plan identifying initiatives to reduce barriers and support growth. For example, the MXC plan identified opportunities to speed up processes and timelines, increase density, and encourage affordable housing units. After the first payment comes on March 31, subsequent payments are dependent upon results. Specifically, we need to demonstrate progress on the action plan for the second and third installments, and achieving the housing target is required for the final payment. At the February 12th Council meeting, staff reviewed the initiatives in the application plan that will support The Komoka Kilworth Optimists marked their 50th anniversary, on June 25th with a program including games, face painting, as well as live music and food. The Optimists focus on community activities and fund raisers that benefit kids and their list of accomplishments over the past half century is extensive! It’s been 40 years since the first Del-Ko-Brydge Canada Day event was held! Since 1982, the parade, festivities and fireworks display have rotated between the three communities and this year, it was Delaware’s turn to host all the fun. In the other corner of Middlesex Centre, the Bryanston-Birr Optimist Club started Canada Day celebrations with the Firemen’s Breakfast and hosted a family-focused day including fireworks at dark. Looking forward now, mark your calendars for two events celebrating our “rural roots”! The Tri-County Heritage Club hosts their 44th annual tractor show July 8th – 10th at the Ilderton Fair Grounds, and the Ilderton Fair, which has been a great family event since 1851 runs September 30th – October 2nd . I’ll hope to see you there! Congratulations to all the groups who’ve supported the “community” of MXC and who’ve been making it special for decades and more. All of these long standing events have “someone” in common – YOU – and you know who YOU are! These initiatives include, for example, “Design and Implementation Guidelines for Additional Residential Units (ARU),” “Affordable Housing Community Improvement Plan (CIP),” and “Increased Process Efficiency through E-permitting and Other Digital Tools.” If you’d like to learn more about HAF, information is available online on the National Housing Strategy: A Place to Call Home (www.placetocallhome.ca) and the CMHC website (www.cmhc-schl.gc.ca/nhs), as well as the CMHC Housing Accelerator Fund staff report presented at the February 12 Council Meeting (www.middlesexcentre.ca/council-meetings). Additional Residential Units, either within existing residences or as detached structures and conversion of non-residential buildings to residential use, are just two examples of initiatives that may be used to increase and diversify housing options. Full Circle: A Classic Wagon’s Journey Back Home For a true car lover, revisiting memories through a specific set of wheels is just about as good as it gets. Steve Plunkett not only has the make, model, and year of car he learned to drive in, it’s the exact vehicle his family owned more than 50 years ago: A 1969 Pontiac Safari Estate Wagon. “My Dad bought it new from LMP in 1969 for my mother”, Steve explains. “This is the car I took my driver’s test on 55 years ago.”. Only 630 of these cars were made in Oshawa. This vehicle had the power to move everyone and their dog to Grandma’s house or on a summer road trip. It came with a 350 cubic inch engine, a four-barrel carburetor, and 380-foot pounds of torque. The Plunkett family used the wagon as a “family hauler” until 1973. This was, of course, in an era long before minivans and SUVs. They sold the wagon to a local family, the Walshes. It became their family transportation until the parents passed away and their son Joe acquired it. However, he didn’t put it on the road. The vehicle remained unlicensed and moved around to a couple of Byron properties among other locations. “I would see Joe from time to time as the car remained under a tarp on Boler Road,” recalls Steve. “I always said I’d love to buy it back if he wanted to sell.” That day eventually arrived and Steve purchased the car. He remembers that it was complete

and in pretty good shape. He gave it a full restoration and, like his other vehicles, it goes out for a stretch on a regular basis. “In 56 years it’s only been in two families, generating many memories through the years,” says Steve. For 15 years, Steve Plunkett turned his love of cars into the Fleetwood Country Cruize-In, an event that supported local charities and raised over $1.7 million. “Taking a passion that I love and creating an event that benefits so many people has been a blessing,” says Steve. The event attracted thousands of people and cars from across North America. When not at home on his estate on the outskirts of Byron, Steve tours invitational car events and shows across North America, showcasing his classic cars.

HAVE YOUR SAY If you’re planning to build a fence, we strongly recommend that you discuss your plans first with your neighbour to come to an agreement on location, style and cost-sharing. Middlesex Centre regulates fencing in our Fence By-law. Although a permit is not required for a fence, a number of questions you may have can be answered by viewing this by-law. Note that swimming pools have special building permit and fencing requirements. Building a deck, shed, or other out-building may require a building permit. “It’s important to remember that building permits are required in order to protect the safety of your family and guests to your property,” says Arnie Marsman, Director of Building Services and Chief Building Official for Middlesex Centre. “The need for permits is a provincial standard outlined in the Building Code Act and the Ontario Building Code.” If you’re planning to build a deck, a building permit is required if your deck will be over 0.6m or 2ft above the finished grade, and may also be required in other instances. Since decks are supported by posts and beams and may require rails and guards, it’s important that they meet Building Code standards. Happy 225th Birthday, Middlesex County – Part 1 by Carol Small – Middlesex Centre Archives Middlesex County has a long and rich history. This year, 2025, marks a special milestone. It is 225 years since the name of Middlesex County first appeared. It also is 175 years since Middlesex County was first designated for administrative purposes. As always, history is evolutionary. This is a very brief outline of the County’s very rich history. To understand it, let’s begin at the very beginning. Original inhabitants in the County were the Attawandaron, Anisinabeg, Haudenosaunee and Lunaapeewax. They had called this land home for centuries. Explorers and trappers first appeared in this area in the 1600s and 1700s. In 1747, French pioneers began settling along the Detroit River in Southern Ontario. With the Treaty of Paris in 1763, after the Seven Years War, most of New France in North America was awarded to Britain. The British called the area the Province of Quebec. From 1788, the Province of Quebec was divided into Districts. Middlesex County was situated in the Hesse District (Western District in 1792). With the American Revolution in 1776, people loyal to Britain moved north to settle in British territory. Britain granted loyalists 200 acres of land per household to compensate for their losses in America.

Allen, a colourful character, was required to establish a sawmill, gristmill, a church and a promise of 200 acres for every settler brought in. The church never happened. Allen’s lands can be found along the Thames River and Belvoir Estate in Delaware. More Loyalists followed Allen to the Delaware area. In 1798, the Upper Canada government created districts for local governance. The London District included Middlesex, Oxford, Norfolk, Elgin, Huron, Perth, and Bruce counties. The district town was Charlotteville (Turkey Point) but moved to Tisdale’s Mills (Vittoria) in 1815. In 1826, the district town was moved to London, with the removal of Rainham and Walpole Townships to Haldimand County. In 1837, Oxford and Norfolk Counties left London District. In 1840, Woolwich and Nichol Townships left to join Waterloo and Wellington Counties. Huron County withdrew in 1841. In 1845, the district was restricted within Middlesex County to include the townships of London, Westminster, Dorchester, Delaware, and townships from what is now Elgin County, including Yarmouth, Southwold, Dunwich, and Aldborough. By 1850, only Middlesex and Elgin Counties remained as London District.
Lieutenant-General John Graves Simcoe (25 February 1752 – 26 October 1806) was a British army officer, politician and colonial administrator who served as the lieutenant governor of Upper Canada from 1791 until 1796.
In December 1791, the Constitutional Act split the Province of Quebec into two areas – Upper and Lower Canada. This area caught the attention of Lieutenant-Governor John Graves Simcoe even before he left England, and before the formation of Upper Canada. In early 1791, Simcoe wrote to Sir Joseph Banks, President of the Royal Society: “I mean to establish a Capital in the very heart of the country, upon the River La Tranche (Thames)”. Simcoe travelled to the Fork-of-the-Thames and thought it was a good site for the government of Upper Canada. Lord Dorchester, Governor of the Canadas, did not support the idea and named York (Toronto) as capital. Simcoe, in his five years as Lieutenant-Governor, ordered the lands of the Thames Basin be surveyed for settlement, and roads be built – including Dundas Street or Governor’s Road from Burlington to the Thames, Longwoods Road from Chatham to Delaware and Commissioners Road from Delaware to Dorchester. Upper Canada created the first counties in 1792 for election and militia purposes. They were the basis for the surveying and creation of townships, and for land registration. In 1792, Simcoe originally named the area, Suffolk County. It included from Norfolk County west to Essex County, south to Lake Erie and bounded by the unsettled territory in the North. After his visit to the area in 1793, Simcoe concluded the area was better suited to the name Middlesex in the London District. In 1794, Simcoe granted Ebenezer Allen (1752-1813) 2000 acres of land near Delaware. Allen had fought with the Butler’s Rangers (British) in the American Revolution, and Colonel Butler

Elite Performance & Injury Centre opens Ilderton sports physiotherapy location by Richard Young The Elite Performance & Injury Centre (EPIC) opened its new location in Ilderton in October 2024 with plans to open a new, much larger facility located just outside of London on Gideon Drive in Middlesex Centre in the future. Located in the former CIBC Bank building, the Ilderton centre offers physiotherapy services with Sports Physiotherapists Doug Stacey and Nathan Cory each weekday.
Doug has over a twenty-year history working with Hockey Canada, where he won Gold with the Canadian Women’s Hockey Team at the 2002, 2006, and 2010 Olympic Winter Games and the 2001 International Ice Hockey Federation (IIHF) World Women’s Championship. He was a member of Canada’s National Men’s Junior Team that captured Gold at the IIHF World Junior Championship in 2005 and 2009 as well as Silver in 2011. Doug also won Gold at the Under 18 IIHF World Championship in 2003, 2009 and 2021. Most recently, he worked with Team Canada at the Spengler Cup in Davos, Switzerland in 2022, 2023 and 2024. In total, he has covered fourteen World Championships – six Gold, four Silver, three fourth place – and four Olympics, three Gold and one Bronze. Doug has also worked with the Ontario Hockey League London Knights from 2003 to 2020 (full-time 2012 to 2020) winning four OHL championships in 2005, 2012, 2013, 2016, and two Memorial Cups in 2005 and 2016. Perhaps the best promotion is a testimonial from a happy client. Andrea McCabe drove for two hours from Caledonia to see Doug in Ilderton. Andrea met Doug about twenty years ago. She was so impressed with him and his level of treatment back then. After injuring herself recently, she thought to herself, “Who is going to get me back – Doug!” Andrea had several sports injuries in the past; at one point, she could not walk due to an ankle injury. Doug was amazing at helping her get back on her feet and back to an active lifestyle. When she heard he had opened a location in Ilderton, she was happy to drive for two hours just to see him for her physiotherapy and help her with her current injury.
“The Ilderton location is perfect,” says Doug. “I’m in awe of the build- ing’s open concept, and I love the local people and rural space.” Doug brings a wealth of personal and professional knowledge and experience to EPIC. He was born into a military family, lived in several places growing up and played numerous high school sports. After graduating from the University of Ottawa in 1990, he completed another degree in Physiotherapy (1994) and a Masters Degree in Exercise Physiology (2005) at McMaster University.
