City of Refuge is a faith-based, nonprofit that helps individuals and families transition out of crisis. A $2 million Beltline Tax Allocation District (TAD) increment grant and $8.5 million in New Markets Tax Credits will help expand its mission by supporting the construction of a three-story, multifamily housing development that will feature 25 affordable housing units. The center will also provide wraparound services, including a food market, medical and mental health services, credit union and Entrepreneurship Hub. CITY OF REFUGE TRANSFORMATION CENTER Samaritan will operate a satellite clinic at the site, offering primary care services for homeless and low-income patients, and Urban League of Greater Atlanta will lease space and provide workforce development services targeting homeless youth and abused women. A landmark building that often hosted iconic jazz performers in the 1960s is being restored with $2.5 million of Housing Opportunity Bond financing, as well as $10 million in New Markets Tax Credits. $27.5 million in tax-exempt bonds, along with a $1.5 million Hollowell/Martin Luther King TAD grant and $1.5 million in Housing Opportunity Bonds, is financing the first phase of a vibrant, mixed-income housing community and green space that will transform the Brookview Heights neighborhood. Bowen Homes I will revitalize a historically neglected and environmentally stressed area on James Jackson Parkway into a place of natural, social and economic regeneration. Affordability will include 48 units at 30% AMI, 49 units at 60% AMI and 54 units at market rate.
