As the final student voices their decision, the room demands to know what “really happened.” One student will inevitably discover that Army leaders chose to terminate the ongoing source selection and fix the requirements. The room erupts with sounds of vindication from those who decided to “STOP,” assured that they had made the correct decision. However, the satisfaction shifts when the room learns that the Army canceled the program in 2014, and that the search continues for the elu- sive combat vehicle. Those who voted “GO” then become convinced the pro- gram might have been saved had they been at the helm. Acquisition Transformation The Acquisition Transformation Strategy directs the WarU to foster a culture that accelerates and inno- vates acquisition outcomes. It em- phasizes critical thinking, peer-group learning, simulations, and calculated risk taking. We frequently find that students are risk-averse. They often default to pausing “to ensure requirements are correct.” They tend to favor consen- sus, reluctant to proceed unless all stakeholders are onboard. They cite the absence of legal reviews as a rea- son for withholding their recommen- dation and will complain that Col. Di- Marco would have had access to more information than is available to them in the case. In program management, risk tolerance is not the willingness to gamble; it is informed comfort with uncertainty. Case-Based Teaching acts as a high-fidelity simulator that bridges the gap between theoretical risk models and the stress of real- world decision-making. During a case discussion, naturally risk-averse stu- dents hear a peer explain why a spe - cific risk is worth accepting, allowing them to calibrate their internal “risk thermometer.” This often broadens their boundaries of what is an ac- ceptable or manageable risk. They can test outcomes and see the logic
play out on the whiteboard while their peers provide the what-if anal- ysis unavailable in current artificial intelligence models. Conclusion The GCV case highlights that effec - tive Decision Management in Depart- ment of War acquisition isn’t just a lin- ear process but a profound exercise in critical thinking against powerful human biases. Future program man- agers must learn to identify and sup- press their biases and risk aversion in order to make rational choices. Logi- cal decisions—those that scrutinize clarity, accuracy, breadth, and depth using frameworks like the Paul and Elder model—are the only defense against repeating historical errors, especially when the path forward is clouded by emotional biases and risk- averse cultures. In complex systems, there is no rubric for success—only the discipline of a rigorous, unbiased decision-making process. In the context of contemporary acquisition transformation, this ar- ticle argues that accelerating innova- tion requires more than procedural reform; it demands a sophisticated evolution in the cognitive architec- ture and critical thinking skills of the defense workforce. Through a foren- sic analysis of the GCV program, the study illustrates how ingrained cogni- tive biases—specifically loss aversion and commitment bias—frequently subvert logical decision-making in uncertain environments.
