Solution 2. Accelerating Evaluations Through Source Selection Eval Template Design I recognized that documentation and evaluator inconsistency, or writing of feelings versus facts, often slow complex source selections. Knowing this, I developed a standardized Source Selection Evaluation Template designed to increase clarity, speed, and auditability. The template incorporated pre-aligned technical factors and subfactors from section M of the contract. It had embedded dropdown rating selections to standardize assessments, and ensured the reviewers wrote to exactly what was required per the section M. The template had past performance comparison after the technical factor and subfactors.

For example, the evaluator would input the PWS reference, reasoning and overall rating for subfactor 1.1. After selecting this from the dropdown, it populates into the rollup tab in image 2.
