SERC is committed to providing training and non-binding guidance to industry stakeholders regarding emerging and revised Reliability Standards. However, compliance depends on a number of factors including the precise language of the Standard, the specific facts and circumstances, and the quality of evidence. Purpose: To inform participants on the impacts of growing variable energy resources in the SERC Region, especially Inverter Based Resources (IBR) on Power Quality and Grid Reliability. Participants will explore best practices and lessons learned from performing various planning studies focused on IBR integration, as well as modeling and planning for growth in Battery Energy Storage Systems (BESS).

This seminar will focus on emerging risks related to the growth of variable energy resources.

Evan Shuvo – SERC Senior Reliability Engineer

Evan Shuvo is the Senior Reliability Engineer for Reliability Assessment, Performance Analysis, and Technical Services with SERC Reliability Corporation. Mr. Shuvo has been with SERC for five years. Prior to joining SERC, he served more than twenty years in the energy industry in various vertically integrated utility companies throughout the Midwest, namely Alliant Energy (Iowa, Wisconsin) and Ameren Services (Missouri, Illinois). Mr. Shuvo has the Bachelor of Science degree in Electrical Engineering with concentration in Power Systems, Controls and Communication from Iowa State University, Ames, IA. Mr. Shuvo is a NERC Certified System Operator as Reliability Coordinator (NCSO). He is also a certified Project Management Professional (PMP). At SERC, Mr. Shuvo is in charge of the SERC reliability assessment, performance analysis, and technical services for providing value-added services to the SERC entities by engaging in a collaborative environment through various technical committees and their subgroups.

Daryl McGee - Southern Company Manager, OATT & Regional Transmission Planning

Daryl McGee is manager of the OATT and Regional Transmission Planning group in Southern Company Transmission. Mr. McGee has been with Southern Company for over 27 years and has worked in a variety of roles in Transmission Planning, Transmission Policy & Services, and Fleet Operations and Trading. In his current role, Mr. McGee is responsible for providing supervision and technical leadership to a team of highly skilled engineers who conduct technical studies as required in Southern Companies’ Open Access Transmission Tariff (OATT) and are responsible for all interface and regional planning efforts with other utilities across the United States. Mr. McGee serves on a variety of industry committees and has held formal leadership positions in both SERC and the EIPC.

Anthony Noisette - Santee Cooper Manager, Support and Special Studies

Anthony Noisette is a graduate of both The Citadel’s Electrical Engineering and MBA programs. He has worked for Santee Cooper since 2010 and currently holds the position of Manager, Support and Special Studies in Santee Cooper’s Transmission Planning Department. Anthony served as the chair for SERC's Variable Energy Resources Working Group (VERWG) from 2019 to 2021. He also serves as the vice-chair for the Reliability Risk Working Group (RRWG) and is a member of the Operations, Planning, and Security Executive Committee (OPSEC), Dynamics Working Group (DWG), Short Circuit Database Working Group (SCDWG), and Planning Coordination Subcommittee (PLCS).

D. Scott Goodwin - MISO Principal Engineer – Expansion Planning

Scott Goodwin joined MISO in June 2005. Mr. Goodwin has a Bachelor of Science degree in Electrical Engineering from The University of Akron and has been working in the industry since 2000. Before joining MISO, Mr. Goodwin served as an Investment Planning Engineer for Grid America LLC which was based in Cleveland, Ohio. Previous to this position, Mr. Goodwin served as a co-op engineer at FirstEnergy.

Mr. Goodwin’s main responsibilities at MISO involve working in the near/long term Expansion Planning group, and his focus is transmission expansion plans in the Central Region of the MISO Planning Coordination footprint. Scott is also the subject matter expert for most Planning Coordinator (PC) applicable NERC Reliability Standards. Most recently, he took on increasingly significant team- lead roles on many of MISO’s important strategic transmission projects for grid reliability enhancements as well as some special North American Electric Reliability Corporation’s (NERC) compliance responsibilities, to identify the risks of operating the electric transmission system. In addition to his expertise in transmission expansion planning analyzing power flows within the transmission footprint, he has also developed his expertise in FERC and NERC regulatory issues that pertain to the reliability of the electric power transmission system. The power flow, transmission planning and regulatory knowledge have allowed Scott to study large scale renewable integration into the power grid, analyzing the ability to transfer power from the wind farms of Iowa and Illinois across Indiana to the east coast of the country. Currently, Mr. Goodwin serves as the MISO representative at both ReliabilityFirst (RF) and SERC Reliability Corporation (SERC). At ReliabilityFirst, he was elected Chairman twice in the past decade (2013-15 and 2017-19) for the RF Transmission Performance Subcommittee (TPS). At SERC Mr. Goodwin has been an active member of several working groups over the past 15 years. Most recently, Mr. Goodwin became Chairman of the SERC Planning Coordination Subcommittee (PLCS) on November 1, 2021.

Rick L. Foster, P.E. – Ameren Principal Engineer, Transmission Planning

Mr. Foster has over 30 years of service with Ameren and Illinois Power. His experience includes performing stability, power flow, and small signal analysis for existing and proposed generators interconnected to the transmission system. He has written testimony and provided support for the development and siting of new transmission lines in the state of Illinois. He has served on various SERC and NERC technical committees. Presently he is the chairman of the SERC Variable Energy Resources Working Group.

Interconnection Planning Requirements and Studies for IBRs

Learn from FPL’s experience and lessons learned from IBR data collection, modeling and interconnection studies, commissioning practices, techniques, and examples.

Dr. Andrew Arana – Florida Power & Light Principal Engineer, Transmission Planning Department

Dr. Andrew Arana is a Principal Engineer in the Transmission Planning department of Florida Power & Light (FPL). His focus areas include stability analysis, transfer capability analysis, design of remedial action schemes, power system stabilizer settings, and model improvements. Dr. Arana has full or partial responsibility for over a dozen NERC Reliability Standards and several FRCC standards. Dr. Arana participates in NERC, EPRI, EIPC, IEEE, and other industry organizations. In addition, he plays an active role in developing procedures and performing analysis for the FRCC Stability Analysis Subcommittee. Dr. Arana spent his first four years at FPL working in Operations Engineering before moving to Transmission Planning. He continues to support Operations Engineers and provide training to control center operators. He received his Ph.D. and MSEE from Virginia Tech, and BSEE from Dalhousie University

Proposed Modifications to the PJM Generator Deliverability Test to Better Handle the Evolving Resource Mix in PJM

This talk will begin with an overview of the changing resource mix in PJM and some of the current efforts underway at PJM to adapt to this new paradigm. The discussion will provide an introduction to the PJM Generator Deliverability Test purpose, study periods, and procedures, along with an overview of proposed modifications recommended by PJM that are being vetted through the PJM stakeholder process to better incorporate large penetrations of renewable resources. Jonathan will describe how traditional as well as Inverter Based Resources are modeled and dispatched as part of this steady-state reliability study. He will provide background on how regional deliverability requirements for wind and solar resources are derived and how they are applied on both a flowgate basis and on a zonal basis. Jonathan will also discuss how batteries are modeled and dispatched both as standalone resources and as part of hybrid resources. His discussion will provide some of the pros and cons of PJM’s proposed changes to its Generator Deliverability Test and highlight some of the challenges being faced as PJM seeks to implement the proposed changes.

Jonathan Kern – PJM Principal Engineer, Transmission Planning Department

Jonathan Kern is an Electrical Engineer with an MSEE from Louisiana State University with a focus on Power Systems and has been working at PJM for over two decades. He is currently the Principal Engineer in PJM’s Transmission Planning Department. His primary areas of focus include coordinating the Regional Transmission Expansion Planning Process, leading state-sponsored renewable integration studies, overseeing the development of new transmission planning study procedures and supervising the administration of PJM’s tariff procedures for assigning cost responsibility to responsible customers for new and existing Required Transmission Enhancements

MISO Distributed Energy Resources Journey

The seminar will focus on MISO’s DER integration journey. The purpose of the seminar is to cover the various drivers and responses to MISO’s evolving DER implementation. The initial representation began in 2018 with a simple request to identify where these resources exist, and identify MISO’s planned management of the data. In the past few years, Behind the Meter Generation & DER in particular have become a stable data source for reliability modeling within MISO. Creation of a new workbook for meta data behind DER has simplified the fuel variability of these injection sites to simple formulas, which exist outside of the PSSE case. This workbook has been able to alleviate numerous concerns of members that data will be used in unexpected ways. This transparency has also been expanded to include Transmission-interconnected intermittent resources. The exponential growth in representation of DER in MISO has benefitted from this augmentation.

David Kapostasy – Midcontinent Independent System Operator Senior Engineer, Planning Modeling Group

David Kapostasy is an Electrical Engineer with a Chemical Engineering degree from the University of Dayton, and has been working in the industry for a twelve years. He is currently employed as Senior Engineer at Midcontinent Independent System Operator (MISO) in Planning Modeling group. His focus areas include Reliability Modeling, Distributed Energy Resource Representation, Generation Dispatch Methodology, and System Representation Alignment.

Dynamic Modelling Guidance for Inverter Based Resources

The seminar will cover the current state of the art for Inverter Based Resources (IBR), best modelling practices, and guidance to accommodate the increased penetration of IBR on the Bulk Power System (BPS). The seminar will focus on the difference between User-written and Generic Dynamic Models and proper implementation of each, methods to increase model accuracy to accommodate increasingly complex grid requirements, recommendations for modelling practices to improve the interconnection process, and case studies to support the previous recommendations.

Alexander Shattuck – Vestas Modelling Subject Matter Expert for the North America Region

Alex Shattuck is currently working for Vestas Wind Systems as the modelling subject matter expert for the North America region. His focus is on the dynamic modelling of the Vestas plant controller and turbines in order to ensure stable operation when connected to the grid. Alex’s daily responsibilities also include industry involvement and outreach to share knowledge and perspective to inform multiple working groups and standard drafting teams. He is currently co- leading the NERC IRPWG Item #8, “NERC IRPWG Reliability Guideline – Recommended Approach to Interconnection Studies for BPS-Connected Inverter- Based Resources” and is a member of the Standards Drafting Team for both NERC MOD-025 and PRC-019.

Gaurav Karandikar – SERC Manager, Reliability Assessment/Performance Analysis (RAPA) & Technical Services

Gaurav Karandikar is the Manager, Reliability Assessment, Performance Analysis, and Technical Services with SERC Reliability Corporation. Mr. Karandikar has been with SERC for more than six years. The reliability assessment, performance analysis, and technical services group is responsible for providing value-added services to the SERC entities by engaging in a collaborative environment through various technical committees and their subgroups. Mr. Karandikar has over twenty-two years of industry experience with Siemens PTI, Ameren Services, and Alstom. Mr. Karandikar has a Master’s of Science in Electrical Engineering with a concentration in Power Systems from Missouri University of Science and Technology, Rolla, Missouri. Mr. Karandikar has a Bachelor of Science degree in Electrical Engineering from Malviya National Institute of Technology, India. In addition, Gaurav is a senior member of IEEE and has a Leadership Certificate from Cornell University.

Power Quality Issues due to Growing IBR Penetration

Learn about power quality issues due to the rapid growth of IBRs in the system. In addition, Bob Arritt will cover lessons learned from various studies such as system strength, impact scenarios when the load levels are low, Electro-Magnetic Transients (EMT), and ramping rates of the IBRs etc.

Bob Arritt – EPRI Technical Executive Grid Operations and Planning Power Delivery and Utilization (PDU)

Bob Arritt is a Technical Executive at the Electric Power Research Institute (EPRI). His current research activities include leading the geomagnetic disturbance work, system transients and harmonic analysis.

Mr. Arritt joined EPRI in 2007. Prior to joining EPRI, Mr. Arritt worked for Raytheon in Sudbury, MA where he worked in the Power and Electronic Systems Department. At Raytheon he was awarded the 2006 Raytheon Technical Honors Award for Peer and Leadership Recognition for Outstanding Individual Technical Contribution and received a 2005 Raytheon Author’s Award for design of a Phase -Shifted Transformer for Harmonic Reduction. Mr. Arritt has authored several technical papers and is a Senior member of the Institute of Electrical and Electronics Engineers (IEEE). During Mr. Arritt’s time at EPRI, he took leave and served in a position as Vice President of Engineering and Technical Services at Power System Sentinel Technologies to assist in the technology transfer of a product of which he was the lead inventor at EPRI. Mr. Arritt holds a US Patent as the lead inventor for “Method for Detecting an Open - Phase Condition of a Transformer.” For this, Mr. Arritt was awarded the Chauncey Award for his outstanding innovative and achievements in science and technology. Mr. Arritt received a BS, magnum cum laude, in electrical engineering from West Virginia Institute of Technology in Montgomery, West Virginia. He received a MS degree in electrical engineering from Worcester Polytechnic Institute in Worcester, Massachusetts. Mr. Arritt is a Professional Engineer, licensed in the State of Tennessee.

System Harmonics and Studies

The seminar will focus on potential system-level harmonic impacts of IBRs with particular emphasis on how harmonics are produced and how they propagate through the bulk system. Modeling and analysis techniques and assumptions which are commonly used to conduct studies will be discussed and the impact of planning-level contingencies will be considered. Particular attention will be given to harmonic resonance conditions, often involving switched capacitor banks, and how they can have a significant effect on the levels and impacts of harmonics in the system. Harmonic management, mitigation, and potential interconnection requirements will also be discussed.

Dr. Mark Halpin - Auburn University Professor, Electrical and Computer Engineering

Dr. Halpin is a Professor in the Department of Electrical and Computer Engineering at Auburn University. His teaching interests include power systems, control systems, and network analysis. His research interests are in the areas of power system dynamic performance and power quality. He has been involved in teaching, research, and contract work in universities and utility companies for 30 years. He is active in the IEEE Power Engineering Society, where he was the Chair of IEEE 519, in CIGRE, where he serves as Convener of the Working Group charged with revising the IEC Technical Reports dealing with emission limits for harmonics, voltage fluctuations, and unbalance, and in IEC, where he serves as Convener of IEC TC77/SC77A/WG2 dealing with voltage fluctuations and flicker.

Jeff Smith - EPRI Senior Program Manager, Grid Operations and Planning

Jeff Smith is a Senior Program Manager at EPRI, where he manages the T&D Operations and Planning Research area. This area and team focuses on both Transmission and Distribution, including Planning, System Modeling, Operations and Planning Analytics, Real-time Operations, Protection, Market Design, as well as Balancing and Uncertainty. Over the course of Jeff's career he has focused primarily on power system planning, modeling and simulation of the bulk system all the way down to rooftop DER on the distribution system. These efforts have included bulk system interconnection of renewables, hosting capacity, non- wires assessments, generation procurement, transmission and distribution planning, as well as DER interconnection and integration studies, flicker, EMT, and harmonic analysis studies. Prior to working at EPRI, Jeff was a Senior Engineer at Electrotek Concepts, where he performed bulk renewable interconnection, DER planning, and power quality studies. Jeff earned his BS and MS degrees in electrical engineering from Mississippi State University in 1996 and 1998, respectively.

Dr. Parag Mitra - EPRI Technical Leader

Dr. Parag Mitra is a Technical Leader at EPRI where he leads the research in the areas of long-term risk-based transmission planning and modeling and model validation for transmission planning studies. Dr. Mitra holds a B.S in Electrical Engineering from the National Institute of Technology, Jaipur (India) and an M.S and Ph.D. degree in Electrical Engineering from the Arizona State University (USA). Prior to working for EPRI, he was employed with Siemens Energy (India) as a protection and control system design engineer for EHV, HV and MV transmission projects.
