Proposed Modifications to the PJM Generator Deliverability Test to Better Handle the Evolving Resource Mix in PJM
This talk will begin with an overview of the changing resource mix in PJM and some of the current efforts underway at PJM to adapt to this new paradigm. The discussion will provide an introduction to the PJM Generator Deliverability Test purpose, study periods, and procedures, along with an overview of proposed modifications recommended by PJM that are being vetted through the PJM stakeholder process to better incorporate large penetrations of renewable resources. Jonathan will describe how traditional as well as Inverter Based Resources are modeled and dispatched as part of this steady-state reliability study. He will provide background on how regional deliverability requirements for wind and solar resources are derived and how they are applied on both a flowgate basis and on a zonal basis. Jonathan will also discuss how batteries are modeled and dispatched both as standalone resources and as part of hybrid resources. His discussion will provide some of the pros and cons of PJM’s proposed changes to its Generator Deliverability Test and highlight some of the challenges being faced as PJM seeks to implement the proposed changes.
Jonathan Kern – PJM Principal Engineer, Transmission Planning Department
Jonathan Kern is an Electrical Engineer with an MSEE from Louisiana State University with a focus on Power Systems and has been working at PJM for over two decades. He is currently the Principal Engineer in PJM’s Transmission Planning Department. His primary areas of focus include coordinating the Regional Transmission Expansion Planning Process, leading state-sponsored renewable integration studies, overseeing the development of new transmission planning study procedures and supervising the administration of PJM’s tariff procedures for assigning cost responsibility to responsible customers for new and existing Required Transmission Enhancements
