D. Scott Goodwin - MISO Principal Engineer – Expansion Planning
Scott Goodwin joined MISO in June 2005. Mr. Goodwin has a Bachelor of Science degree in Electrical Engineering from The University of Akron and has been working in the industry since 2000. Before joining MISO, Mr. Goodwin served as an Investment Planning Engineer for Grid America LLC which was based in Cleveland, Ohio. Previous to this position, Mr. Goodwin served as a co-op engineer at FirstEnergy.
Mr. Goodwin’s main responsibilities at MISO involve working in the near/long term Expansion Planning group, and his focus is transmission expansion plans in the Central Region of the MISO Planning Coordination footprint. Scott is also the subject matter expert for most Planning Coordinator (PC) applicable NERC Reliability Standards. Most recently, he took on increasingly significant team- lead roles on many of MISO’s important strategic transmission projects for grid reliability enhancements as well as some special North American Electric Reliability Corporation’s (NERC) compliance responsibilities, to identify the risks of operating the electric transmission system. In addition to his expertise in transmission expansion planning analyzing power flows within the transmission footprint, he has also developed his expertise in FERC and NERC regulatory issues that pertain to the reliability of the electric power transmission system. The power flow, transmission planning and regulatory knowledge have allowed Scott to study large scale renewable integration into the power grid, analyzing the ability to transfer power from the wind farms of Iowa and Illinois across Indiana to the east coast of the country. Currently, Mr. Goodwin serves as the MISO representative at both ReliabilityFirst (RF) and SERC Reliability Corporation (SERC). At ReliabilityFirst, he was elected Chairman twice in the past decade (2013-15 and 2017-19) for the RF Transmission Performance Subcommittee (TPS). At SERC Mr. Goodwin has been an active member of several working groups over the past 15 years. Most recently, Mr. Goodwin became Chairman of the SERC Planning Coordination Subcommittee (PLCS) on November 1, 2021.
