Executive Education: Principles of Value-Based Health and Care

The curriculum of this intensive executive education course covers the key areas of VBHC, the detail around the implementation and the core skills and knowledge needed to lead the creation of VBHC systems as well as partnering for value across sectors. Using different learning approaches including case-based discussion, small group working, panel presentations and simulation, learners have opportunities to discuss with peers from their own and different sectors how they might apply the learning to their own work environments. This course is delivered in two formats during the year; in-person and online (virtual).

MSc Advanced Health and Care Management (Value-Based)

Developed specifically for professional learners, this master’s degree with a specialist VBHC pathway allows students to immerse themselves in the emerging paradigm of Value-Based Health and Care, its history, theory and implementation in practice at a population and individual level. Students develop a VBHC strategy for their own organisation and an implementation plan that includes outcome measurements, utilising digital technologies, applying new costing models, innovative procurement partnerships, as well as the leadership approaches required for success. Studied full-time over the course of one year, or flexibly part-time over two years, all students undertake an assessed project that can be workplace based.

INTENSIVE LEARNING ACADEMY PROGRAMME

The VBHC Academy at Swansea University is part-funded through the Intensive Learning Academy (ILA) Programme established by the Welsh Government following publication of A Healthier Wales, the long-term plan for Health and Social Care. The ILA programme supports the professional capability and system leadership across all of Wales to be fit for the challenges for health and social care systems today and tomorrow.

Our VBHC Academy works closely with the other ILAs in Wales: • All Wales Academy for Innovation in Health and Social Care (Swansea University) • Applied Learning for Preventative Health: ALPHAcademy (Bangor University) • Digital Transformation (University of South Wales) Our location in Wales, one of a small number of health and care systems to lead the global adoption of Value-Based Health and Care, means that the VBHC Academy can call upon a global faculty and reach, incorporating international evidence and experience and attracting learners

from many different regions and countries. We actively encourage learners from different geographies and from different sectors to learn from and with each other, sharing experience, perspectives, challenges and successes.

Value-Based Health and Care Academy ILA Scholarship Funding Grant funding from the Welsh Government allows us to offer a limited number of ILA Scholarships to professional learners from across Wales in Social Care, the NHS and Third Sector organisations for all our educational programmes. To find out more about our scholarship see page 17.

RESEARCH

Whilst the principles of VBHC are understood, there is an urgent need for research to inform the evolution of VBHC and how it can be implemented in diverse healthcare economies. Only through research and dissemination of knowledge underpinned by academic rigour can we know how best to define and measure the outcomes that matter to people as part of their routine care; what societal value really is; how to create shared value fairly through long-term partnerships with industry; how to evolve the VBHC model to span health and social care and across longitudinal care pathways; how VBHC supports delivery of Prudent Healthcare and its global equivalents. The VBHC Academy is working with health and care systems and life sciences industry partners to provide thought leadership as well as to investigate how to overcome these challenges of adoption and implementation. We are keen to work with other partners to accelerate understanding.

Our research programme themes:

CREATING AND MEASURING VALUE THROUGHOUT THE WHOLE HEALTH AND CARE PATHWAY

DESIGN AND OPERATION OF INNOVATIVE OUTCOME-BASED AGREEMENTS FOR MEDICINES, TECHNOLOGY AND ATMPS

UNDERSTANDING AND MEASURING SOCIETAL VALUE

EVALUATING VBHC APPROACHES AND DISSEMINATING KNOWLEDGE

VALUE-BASED SUPPLY

CONSULTANCY

We recognise that implementing VBHC represents a fundamental shift for health and care systems and for the life sciences industries and can be challenging in practice. Our consultancy services provide more sustained, bespoke support and thought leadership for healthcare systems and industry partners and may be combined with research to understand the baseline needs and in-house educational programmes to equip senior leaders and their teams with the knowledge and skills required. We take time to understand the needs of your organisation or team and co-create the support we deliver for you. As an academic institution, we can translate the latest thinking into actionable products. We have several international experts from healthcare, life sciences industry and academia who support our educational and consultancy programmes and can be part of the consultancy team according to the specialist expertise required. We work with some of the world’s biggest organisations but enjoy partnering with small teams and small and medium-sized enterprises (SMEs) as well.

Emma Clifton-Brown, Head of Health & Value, UK, Pfizer

‘’The Value-Based Health and Care Academy at Swansea University, has been instrumental in guiding Pfizer’s journey into Value-Based healthcare. Through a programme that enrolled more than 90 leaders, Pfizer has successfully embedded the ethos of value in health across all layers of the organisation. Gaining a more holistic view of what value means for different stakeholders across the health system has underpinned new ways to approach partnerships, most notably in Wales, and has strengthened Pfizer’s approach to address outcomes that matter. This mindset is critical in helping us to bring breakthroughs that change patients’ lives.’’

James McHale, Global Value-Based Partnerships Manager, Mölnlycke

‘’The Academy are true leaders in the space of VBHC and a key driver of Mölnlycke’s learning, creation and application on the topic. Experts on the UK NHS system, with a global appreciation and network, they are a highly credible academic partner who share our mutual aims on the development and execution of strategic Value-Based partnerships. With their support we continue to explore how we can drive maximum value for healthcare systems and patients.’’

ABOUT VALUE-BASED HEALTH AND CARE (VBHC)

Health and care systems around the word face the combined challenges of rising and more complex demand, demographic change and resource constraint.

Governments and payers striving to ensure a sustainable future for these vital services increasingly are focussing on Value: improving the outcomes that matter most to patients and service users at the lowest possible cost and improving population health within the resources available, through reallocation of resources from low-value to higher-value activities. Swansea University has a long history of partnering with health and care system and life-sciences industry leaders. Now we are excited to be bringing rigorous thought-leadership, insights and research that inform the development and practical implementation of Value-Based Health and Care. Participants in our programmes will benefit from a rich understanding of this emerging approach and will be exposed to leaders, practitioners and academics from a range of care settings across the globe, systems and sectors. They will learn from real world cases and the lived experience and perspectives of fellow participants as well as from the expert faculty. Recognised by the World Economic Forum, EU, G20 and OECD for its leadership and commitment to VBHC implementation, Wales recognises the importance of Value in all aspects of system design and leadership: in the allocation of resource, throughout the whole of care pathways and in the procurement of services and healthcare technologies. With just over 3 million citizens served by a common health and care system, Wales is ideally placed to be a testbed for innovation and new models of care delivery.

The Value-Based Health and Care Academy provides academic rigour in teaching the principles of Value-Based care, working in partnership with the Welsh Value in Health Centre. It is also a vehicle for growing the research base, cementing Wales’ reputation as a leader in this field, and ensure that health and social care staff in Wales can access a gold standard of VBHC education close to home.

DR SALLY LEWIS Director, Welsh Value in Health Centre

STUDENT EXPERIENCE

The Value Based Health and Care Academy provides the only Masters-level degree in Value Based healthcare in the UK. Despite my demanding NHS role and living in London, the blended online and in-person workshops allowed me to participate fully. The teaching has been excellent, equipping me with both academic expertise and practical skills. Thanks to this course, I have been given a secondment to a role where I can apply my learning and deliver real change. Additionally, I have made valuable connections with other students, faculty members, and guest speakers.

SARA ROBERTS Arden & GEM NHS England, Senior Manager – Integrated Support Services Studying MSc Advanced Health and Care Management (Value-Based)

This course has provided an intensive yet rewarding exploration of the Value Based approach in delivering on an individual’s personal outcomes and implementing integrated services. The lecturers were supportive, and the practical application of knowledge gained was invaluable. I believe more social care leaders should have the opportunity to take this course to promote integrative approaches to health and well-being delivery and develop resilient communities.
