1 Have a bike-share or scooter-share systemwhere people can use bikes or scooters to move around the city for free. 2 Make all public transport cheaper, cleaner, more comfortable and more frequent. 3 Make the city centre pedestrian-only and, in general, make it easier to walk in the city. 4 Limit the use of private cars so that people can only use their car on certain days.
