Each Neighborhood Association shall adopt rules and regulations necessary to mange and enf<>rce the Neighborhood Association's responsibilities. In addition to their rights in this Association, Lot or Dwelling Unit Owners shall have tl1e membership, voting and other rights as d{:termined under their Neighborhood Documents~

MEETINGS OF MEMBERS

7 .01 The Association shall have an annual meeting of its Members. The annual meeting shall be held on the First Tuesday in March and eac-h subsequent regular annual meeting of the Members shall be held on the same day of tl1e same month of each year thereafter, at a place in Volusia County designated by the Directors, at the hour of 7:00P.M.,. or at such other time as determined by the Directors. The date of the annual meeting c,f the Members may be changed by the vote of a majority ofthe Voting Members at any annual (Jr special meeting of the Members. 7.02 Special meeting of the Members shall be held at any place within Volusia County, Florida, whenever called by the President or a majority'" of the Board of Directors. A special meeting must be called by the President upon receipt of a written request from ten percent (10°/o) of the Members. 7.03 Meetings of the Members shall be open to all Members. Unless a Member serves as a Voting Member or unless he has been specifically invited to participate in the meeting, such Member shall not participate in the meeting, but shall only be entitled t<> attend as an observer. If a Mem.ber not servi11g as a Voting Member or not otherwise invited to participate in a meeting attempts to become more than a mere observer at such meeting or conducts himself in a manner detrimental to the carrying out of suc.h meeting, tl1en the Member n1ay be expelled from the meeting by any reasonable means which may be necessary to accomplish such expulsion.
