UAL has an incredibly diverse estate spanning Central and Greater London and includes a broad range of property types encompassing academic, teaching, research, commercial, social, hospitality, residential and public realm spaces. The property portfolio is made up of 16 academic sites and 13 student residences hubs with buildings ranging from listed historic buildings to new state of the art facilities. This dynamic and diverse mix in one the world’s leading cities gives an exciting and challenging proposition to the UAL Estates department. The Estates department is currently undertaking an unprecedented estate transformation programme. Following the success of UAL’s relocation of Central Saint Martins as the centrepiece of the King’s Cross regeneration scheme, we are proposing over the next 5-7 years to replace over half of the academic estate with some major developments including two buildings in Stratford and Elephant and Castle totalling circa 70,000 sq m. We will increase our portfolio of owned halls of residences by the addition of at least two halls totalling circa 800 beds and continue to maintain and adapt the remainder of the 170,000 sq m estate to meet the needs of the University for decades to come. To support the Major Capital Projects team in realising these ambitious projects, the Estates Department is now seeking to recruit a Senior Project Manager to lead the mobilisation of the FM workstreams of two major capital projects, initially focused on the Stratford campus for London College of Fashion and subsequently the Elephant & Castle campus for London College of Communication.

Primary interventions up to and beyond 2025 will be:
• The creation of new facilities for London College of Communication, London College of Fashion, Camberwell College of Arts, and University Services; parts of Chelsea College of Art will also be upgraded. • A new Students Residence hall has now been delivered at Camberwell College of Arts and opportunities to build further UAL owned or part owned Halls of Residences are being explored, particularly local to academic premises where viable. Means of shortening tenures and providing lower rental accommodation for students will be pursued and the Pastoral and Social Programme activities in residences will be a core part of service delivery. • The creation of a sustainable estate will enable the University to position itself as an influencer in this area for decades to come. The design of new premises will incorporate low energy sustainable operational concepts. • The Facilities Management Services to the Colleges and University Services are tailored to suit the evolving development and rationalisation of the estate. The Services Team maintains the estate ensuring compliance with safety standards. Maintenance is proportionate to the condition and predicted tenure of each building. • In operating, maintaining, rationalising and developing the estate the Student Experience and working environments for staff are of paramount importance. Through effective engagement with end users their needs and priorities are embedded in the strategy. • New facilities will be future proofed for the digital world and appropriate for multi- functional usage for multiple stakeholders. Through research and innovation UAL will strive for world class sustainable facilities.

This strategic ambition requires the University to have a world-class physical environment and underlying infrastructure that support our students and staff in their academic ambitions and increases our engagement with our wider communities. We will do this by delivering sustainable new environments, with an emphasis on delivering new academic buildings wherever existing facilities are not consistent with our ambitions. This strategic ambition is being realised with capital investment across the 170,000 sqm estate across 16 locations. Significant projects include new and enhanced academic buildings for London College of Communication, London College of Fashion, Wimbledon College of Arts and Camberwell College of Arts. We are also developing our portfolio of UAL owned halls of residence. This major transformational change is exciting and challenging and the role is pivotal in ensuring the University has robust financial measures in place to anticipate and manage risks and ensure value for money. Purpose of Role University of the Arts London (UAL) is undergoing a once in a generation University of the Arts London (UAL) is undergoing a once in a generation rationalisation and redevelopment of its estate. This major capital programme involves the development of new campuses for two of its world-renowned arts and design colleges. The first phase of this exciting programme, a £200million state-of-the-art campus for London College of Fashion on the Olympic Park in Stratford, is currently under construction and will open its doors to students in 2023. The second part of the programme will see an equally ambitious new building developed at Elephant and Castle for London College of Communication. Initially focused on the Stratford project, the Project Manager (FM) role will form an important part of the major projects delivery team and will lead in the planning and execution of all Facilities Management Workstreams. The post holder will be

required to work closely with UAL and College stakeholders ensure a joined up approach to building operational readiness and relocation management, ensuring that the building is safe, legal, fully operational and ready to occupy by our staff and students in September 2023. Following successful occupation of the building at Stratford, it is anticipated that the post holder will then focus on the delivery of the same for the Elephant and Castle project. This is an exciting opportunity to work for one of the world foremost specialist educators in the field of arts and design, and to be part of a small in-house team responsible for the delivery of truly world class new buildings.
Duties and Responsibilities OPERATIONAL READINESS
• To ensure Operational Readiness of all FM building services Strategy, working in close collaboration with the FM Team, Health & Safety, FM Contractors and Stratford Delivery Team. • To lead on the consultation and work with the Estates Department, LCF senior stakeholders to ensure that any critical service design workstreams are undertaken and agreed to feed in to and enable the development of building service strategies and procedures, identifying gaps and adding them to scope where necessary. • To lead on the development and implementation of the FM service strategies and procedures relating to the safe and efficient operation, management and maintenance of the new building including (but not limited to):
• Security; • Cleaning;
• Building Maintenance; • Statutory Compliance; • Deliveries & Post; • Fire & Evacuation; • Waste Management • and Helpdesk.
• To lead in the development and production of a BIM (Building Information Management) implementation plan including identification of software solutions to enable UAL to make the most of the opportunity presented by BIM Level 2, enabling the Estates Team to optimise building maintenance processes and reduce cost in operation. This will include collaborating with the BIM Consultant, FM, Project and FM contractor colleagues as well as construction PMs/Partners/Design Team.

RELOCATION PLANNING AND PREPARATION • To lead on the planning and implementation of a phased de-cluttering strategy for the 6 existing College sites to ensure that no unnecessary or unwanted items are brought to the new building or are left in the existing building. • To Plan and implement a decommissioning strategy for each building and execute this strategy at the point that the buildings are unoccupied. • Work in close consultation with the Project Delivery Team, FF&E + Occupation Senior Project Manager, Relocation Specialists and key stakeholders to plan and manage the physical relocation from six sites to the new building at Stratford. PROJECT MANAGEMENT • To perform a pro-active leadership role, working collaboratively to foster high morale, innovation, cooperation and an ethos of high quality service delivery. • To lead and be responsible for all FM workstreams from design into service in consultation with the Project Delivery Team, Head of Campus Services, Hard FM Manager, FM Contractors and key UAL and College stakeholders. • Work with the above to develop a detailed plan of work and programmes for all FF&E and Occupation workstreams. • Plan, coordinate and facilitate meetings and workshops ensuring that information and requirements are captured and key outputs are delivered in accordance with the programme. • To undertake procurement of, and manage external consultants, contractors and suppliers, ensuring that value for money is obtained and that all procurement is carried out in accordance with UAL financial and procurement policies. • To develop a clear and concise stakeholder and communications plan to ensure stakeholders are aware of key dates and requirements for input/engagement. • Identify and manage risk throughout all workstreams, inputting into the project risk register and escalating where necessary. • To prepare and submit regular reports on progress against programme, budget and briefing objectives. • Ensure that all service workstreams are compliant with agreed environmental and sustainability policies and procedures.

CONSTRUCTION & SYSTEMS HANDOVER READINESS • Work with the site construction PMs to integrate UAL and LCF (in particular the FM, H&S, Security, IT and other key delivery staff) into the final building commissioning, handover and acceptance of building systems. • Work with site construction PMs to integrate UAL and LCF into the official contract defects and non-compliances process. SYSTEMS & BUILDING FAMILIARISATION & TRAINING • To consult and work with site construction PMs to integrate UAL and LCF into building systems training process (particularly FM, the FM Contractor, Security, AV/IT, H&S etc). • Implement a building familiarisation strategy (including training sessions and inductions for incoming site staff) and working with key stakeholders, project manage the delivery of this building familiarisation training/induction plan to ensure that building operators and users can arrive at the new site confident in the safe and efficient use, maintenance and operation thereof. POST-CONSTRUCTION • To lead on the development of a defects strategy post occupation to ensure all defects are recorded and rectified. • To Lead the latent defects management process until they have decreased to an agreed point to enable handover to the Hard FM Manager. • To Manage all contractors returning to site to undertake defects rectification. POST-OCCUPATION • Develop and implement a plan for post-occupation building related support (utilising Soft Landings methodology where appropriate) including dedicated FM helpdesk.

Knowledge and Experience • Degree or equivalent in relevant subject. • Thorough and comprehensive relevant post qualification experience at a senior level in the development of FM services. • Experience of working with multiple stakeholders across construction and client teams to successfully deliver and operationalise the hard and soft FM service strategies of a large scale, complex new building. • Experience of managing and collaborating with complex and diverse stakeholders. • Experience of financial management. • Experience of Higher Education Capital Development. • Membership of relevant professional body. • Some knowledge of public procurement processes (OJEU) and new forms of building procurement methods.
