APPENDIX E: SELPA Referral Procedures This referral handbook was developed by the California Association of Health & Education Linked Professions (CAHELP), a Joint Powers Authority (JPA), to assist participating local education agencies (LEAs) in the Desert/Mountain Special Education Local Plan Area and the Desert/Mountain Charter Special Education Local Plan Area (hereinafter referred to as the SELPA) in the referral processes for special education and related services and behavioral health programs. Note: All services may not be available in all areas. Please check with the Program Specialist assigned to your LEA with any questions regarding the referral process.
