The Casco Story In 2000, new mom Cheryl Osborn founded Casco Contractors from her kitchen table. B. City of San Diego RFI Questions
The City of San Diego RFI for EV Charging Solutions
(1) Contract/Financing 1.1 Value of exclusive contract for all City facilities compare to property clusters or short-list of vendor’s structure. o An exclusive contract presents a large opportunity for cost savings as the economies of scale make it attractive to all vendors. In addition, an exclusive contract streamlines the entire process with one company as the central point of contact. o Property clusters or short-list of vendor’s structure will provide a competitive bid however will likely result in different types of EV chargers and software installed. Plus the quality of installation will vary greatly by site. 1.2 Preferred contract term with supporting justification such as interconnection processes, cost recovery timelines, or other market assumptions. o A 10-year contract term with the option to of replacing chargers after 5 years will provide enough time to recover the costs of the infrastructure. 1.3 Revenue sharing structures with the City such as annual lease payments, revenue sharing percentage, fee per charging unit/type, etc. o Several revenue sharing structures are available depending on how much the City of San Diego would like to spend and if they want to own the chargers. o A zero cost to the city model could provide 20-40% of revenue back to the city. A shared cost model could provide 50% or greater revenue back to the city. 1.4 Project and/or financing variables which would necessitate a cost share solution for site installations between EVSE and the City. o There are numerous cost share solutions available for EVSE. Casco Contractors can help the City of San Diego determine which solution will work best.

1.5 Adjustments in revenue sharing structures to account for capital investment by the City for EV readiness at city facilities (trenching, parking striping, building code requirements, etc.). o Depending on how much the City of San Diego is willing to spend, adjustments in revenue sharing structures can be determined by the amount of costs being absorbed by each party. 1.6 Options for secondary revenue sharing including LCFS credits, grid services (V2G, demand response, etc.). o LCFS credits can be used as a secondary revenue source. The best way would be for the City of San Diego to bundle all the EV chargers together then work with a broker to sell 1.7 Opportunities and options to utilize outside funding including federal/state/regional grants, loans, on-bill financing, and other incentive programs for EV charging infrastructure alone or paired with onsite renewable energy. o There are several funding opportunities that are currently available or will be available in the upcoming year. San Diego Gas & Electric has released Power Your Drive 2.0, CALeVIP will be launching it’s 2.0 program in the fall and the National Electric Vehicle Infrastructure (NEVI) Formula Program is underway and when approved, California will be able to distribute funds for EV charging infrastructure. Additional funding programs will likely become available over time and Casco Contractors dedicated team is constantly monitoring them. the credits monthly or quarterly. 1.8 Opportunities and options for additional funding necessary for site upgrades and code requirements (ADA, CalGreen). o Every site is unique and navigating the various code requirements for site upgrades can be confusing. Casco Design Studio’s team are experts in ADA code compliance and can advise on the best way to meet code while also keeping additional costs down. 1.9 Service-level agreement terms regarding performance, payments, utilization data, maintenance, repairs, etc. o Most service level agreements are 1-2 years in length and includes warranty and maintenance. Extended warranty and maintenance are available either through the EV manufacturers or third parties. o Casco Contractors can provide a service-level agreement after the manufacturer’s warranty expires. 1.10 Options for oversight, approval, or control of charging rates by the City and method of coordination with EVSE provider. o Most service level agreements are 1-2 years in length and includes warranty and maintenance. Extended warranty and maintenance are available either through the EV manufacturers or third parties. o Casco Contractors can provide a service-level agreement after the manufacturer’s warranty expires. 1.11 Preferred information to be included in an RFP in order to successfully develop a comprehensive proposal. o Detailed list of scope of services. o Include minimum insurance requirements. o Advise if any or all portion of the work must be prevailing wage.

1.10 End-of-term or early termination responsibilities, liabilities, and requirements. o At end-of-term clarify who will own the chargers or if the chargers will be removed and if so, by whom. o In case of early termination clearly state how compensation for services provided will be addressed. 1.13 Any additional requirements, liabilities, or other terms the City should take account of in developing an RFP for this service. o Provide at least 30 business days for proposal submittal. o Clearly explain how proposals are to be submitted. (2) Site Selections and Prioritization 2.1 Preferred site blend of those city sites in areas of high utilization and/or high EV adoption with those areas with low EV adoption given the City priority of deployments in historically underserved communities with relevant criteria to determine this blend. o Areas with high EV utilization and/or adoption are usually in the higher income areas where charging is mostly done at home. The exception being apartments/condos where residents are usually unable to charge. Selecting sites close to them will likely maximize usage of EV chargers. o Underserved communities have the lowest percentage of EV drivers due to the lack of chargers in those areas. These areas need a large EV charger footprint to change the mindset of residents that EV vehicles are a viable option. Almost all funding programs set aside a significant portion for installation in these communities so this would be where the City of San Diego should target most of its installations. 2.2 Preferred site types/attributes/sizes/port to spaces ratios o The best sites are those with sufficient electrical service capacity and close access from either the electrical room or transformer. Large street level parking lots or parking structures are the ideal locations.

o A port to space ratio of 1 port for every 4-5 spaces provides the best use of parking.
2.3. Recommendations on charging capacity (L2, DCFC, V2G, etc.) and the variables assessed at each site to determine best charging level solution(s) and recommended size of installation o L2: Level 2 are 6.6kW and fairly easy to install with little to no upgrades required to the current electrical infrastructure. o DCFC: Direct Current Fast Charging range from 50kW- 200kW however they are expensive and would require a significant and potentially costly upgrade to the power infrastructure. o V2G: Vehicle to Grid allows for car batteries to give back to the grid but does require the use of smart meters and must be used on a large scale basis in coordination with power companies o Casco Contractors recommends using 5-10 Level 2 ports at each site. 2.4 Deployment phasing and timelines for installation at various site types and with various charger types. o Casco Contractors can develop a phasing and timeline plan in coordination with the City of San Diego while also maximizing funding opportunities and determine the ideal charger types for each location. 2.5. Variables and determinates in scaling EVSE charging stations/capacity in locations after initial deployment. o Electrical service capacity is the biggest challenge to installing EV. Each site must be evaluated and coordinated with the respective power company to determine the feasibility of EVSE charging stations. 2.6 Permits/permit costs, easements and/or utility coordination in respect to site information, design, engineering, and all other aspects of installation and interconnection.

o Permit costs vary by areas having jurisdiction however the average is $1,500. o Casco Contractors has an in-house design team that can manager permitting, easements, utility coordination and engineering. 2.7 Areas of city and/or utility coordination in respect to site information, design, engineering and all other aspects of installation and interconnection. o Casco Contractors in-house design team can handle all aspects of design, engineering, installation and interconnection. The City of San Diego can be involved in the process as much as they want. 2.8 Areas of city coordination in respect to operations, maintenance, repair, or replacement following activation of chargers. o Several options are available for operations, maintenance, repair and replacement. o Most EV charging companies offer a free warranty plan, usually 1-3 years after purchase that can be extended. o Operations and maintenance can be controlled by the City of San Diego or outsourced to another company. Casco Contractors can operate, maintain and repair chargers. o 5 years of operation is the best time to evaluate if the chargers need to be replaced. (3) Market Insights 3.1 Recommendations for public agencies on EVSE installation projects. o The US Department of Transportation’s website contains a link to EV Federal Funding and Financing Options. https://www.transportation.gov/rural/ev/toolkit/ev- infrastructure-funding-and-financing/overview

3.2 Recommendations for working with shared mobility providers, such as Uber, Lyft, taxis or carshare operators. o Uber has committed $800 million to help drivers transition to EVs by 2025. Lyft is working on offering EVs nationwide and has a partnership with Hertz allowing drivers to rent Tesla vehicles. o Once sites are operational the City of San Diego can reach out to shared mobility providers and notify them of the locations and perhaps offer discounted charging. 3.3. Recommendations for working with local utility to coordinate rapid system upgrades (if necessary) and interconnection. o Recommend using Dry Utility Consultant to expedite the design process. Casco Contractors can recommend a dry utility partner to facilitate the process and complete upgrades quickly. 3.4. Recommendations for working with other energy providers (CCAs, solar, battery, energy service companies, etc.) Including 100% renewable energy requirements. o Installing solar canopies with battery storage is possible in parking lots. Casco Contractors can work with the City of San Diego to determine options for renewable energy requirements. 3.5 Recommendations for working with financing institutions and capital markets for major or multiple site deployments for EVSE infrastructure. o Recommend having a business model showing the upfront costs for the EVSE infrastructure along with the estimated payback period to present to financing institutions and capital markets.

3.6 Recommendations for working on EV equity programs.
o Community engagement is the best way to ensure that EV equity programs meet the diverse community needs required and provides fair access to an EV charging infrastructure. 3.7. Recommendations for EV charging education and awareness campaigns, programs, and outreach. o Town hall meetings will provide a forum to educate communities about EV charging and make them aware of what the City of San Diego is planning for EV adoption. o Having EV advocates working within the community and acting as an outreach liaison will also bring awareness. 3.8 Recommendations for applying the Americans with Disability Act as they pertain to EVSE infrastructure siting, access, and use. o Town hall meetings will provide a forum to educate communities about EV charging and make them aware of what the City of San Diego is planning for EV adoption. o Having EV advocates working within the community and acting as an outreach liaison will also bring awareness. 3.9. 3.10 App and card-based payment methods and charging management. o EV charger software offers a mix of app, card-based and QR scanner payment options. o Casco Contractors can work with the City of San Diego and determine the best options for each location. 3.11 Recommendations for charging software to track specific metrics (time and length of charging session, cost, frequency of customer’s charge use, kWh used, renewable energy use, etc.). o EV charger software enables all types of tracking metrics. o Casco Contractors can work with the City of San Diego to determine metrics and find the software that aligns with the city’s needs. 3.12 Site security and anti-theft protection for charger/hardware following installation. o Security cameras that are visible can help prevent theft and vandalism of the chargers. o Placing the chargers in well-lit areas can also help with security and anti-theft.
