1.10 End-of-term or early termination responsibilities, liabilities, and requirements. o At end-of-term clarify who will own the chargers or if the chargers will be removed and if so, by whom. o In case of early termination clearly state how compensation for services provided will be addressed. 1.13 Any additional requirements, liabilities, or other terms the City should take account of in developing an RFP for this service. o Provide at least 30 business days for proposal submittal. o Clearly explain how proposals are to be submitted. (2) Site Selections and Prioritization 2.1 Preferred site blend of those city sites in areas of high utilization and/or high EV adoption with those areas with low EV adoption given the City priority of deployments in historically underserved communities with relevant criteria to determine this blend. o Areas with high EV utilization and/or adoption are usually in the higher income areas where charging is mostly done at home. The exception being apartments/condos where residents are usually unable to charge. Selecting sites close to them will likely maximize usage of EV chargers. o Underserved communities have the lowest percentage of EV drivers due to the lack of chargers in those areas. These areas need a large EV charger footprint to change the mindset of residents that EV vehicles are a viable option. Almost all funding programs set aside a significant portion for installation in these communities so this would be where the City of San Diego should target most of its installations. 2.2 Preferred site types/attributes/sizes/port to spaces ratios o The best sites are those with sufficient electrical service capacity and close access from either the electrical room or transformer. Large street level parking lots or parking structures are the ideal locations.
