Welcome to Sanibel! We are pleased to send you our City’s ‘New Resident Welcome Packet’. We hope you find the information helpful as you acclimate to our unique Sanctuary Island community. Sanibel City Hall, located at 800 Dunlop Road, is where you can find our Administration, Finance, Natural Resources, Information Technology, and Police Department. Building and Planning Departments are located at 2475 Library Way. One of your first tasks as new resident should be visiting the Sanibel Police Department to obtain a Hurricane Re-entry Pass. The City of Sanibel Recreation Center, where you obtain your resident beach parking permit and dog license, located at 3880 Sanibel Captiva Road and, is open to the public complementary tours to new residents. By going to www.mysanibel.com , under the “ I WANT TO ” tab or by clicking HERE you can register to receive all City News announcements and alerts emailed directly to you . All residents are invited and welcomed to participate in our public meetings. Every City Council, Board and Commission meeting includes time dedicated to public comment. All our public meetings are live streamed through the City’s Facebook page and the archived meetings are available on-line. All Sanibel residents and property owners are reminded that improper disposal of wastes and oil based products can add pollutants to the environment. Anything you put in the sewer system stays with us.

Sanibel is and shall remain a barrier island sanctuary, one in which a diverse population lives in harmony with the island ’ s wildlife and natural habitats. By removal of harmful items in our sewer system, we can further protect our water quality and overall ecosystem for future generations.

Toilets are NOT a trash can: Even if a product is disposable or biodegradable, it does not mean the prod- uct was designed to be flushed down the toilet and into the sewer system.

Do NOT flush the following items: • Pharmaceutical products • Hazardous chemicals • Grease • Rubber or latex items • Baby wipes and diapers • Disposable toilet brushes or wipes • Cigarettes • Gum • Feminine hygiene products • Hair • Any plastic items • Bandages • Towels • Cotton swabs • Candy and food wrappers • Syringes • Clothing • Clothing labels • Cleaning sponges • Toys • Cat litter and aquarium gravel • Any item that could potentially clog the sewer system

Disposing Pharmaceuticals:

Flushing medication down the toilet or into the trash is harmful to environment. The Sanibel Police De- partment has a medicine drop box located at 800 Dunlop Road to safely dispose of prescriptions or over - the - counter medicine that is open 24 hours a day, 365 days a year.

Disposal of Cooking Wastes:

Cooking oil and grease are wastes that can NOT be discarded down the sink.

When these wastes are dumped down the drain, the grease and oils can clog sewer lines, causing sewage backups and flooding. Sewage back - ups can damage personal property, public property, and the surrounding environment.

DO NOT dump cooking oil, grease or poul- try fat down the sink or toilet

DO use paper towels to wipe residual grease or oils off dishes, pots and pans be- fore washing them.

DO NOT use hot water and soap to wash grease down the sink. Once this cools, it will harden in your pipes in the sewer.

DO place cooled cooking oil, grease and poultry fat into a sealed container and dis- card into the garbage.

Sanibel Recreation Center Code of Conduct

To enhance the enjoyment and protect the safety of all users of the Sanibel Recreation Center and to retain the Center as a clean, well-maintained public facility, all members, visitors and employees are required to adhere to the following Code of Conduct. A condition of membership and visitation to the Center is adhering to the Code of Conduct. Failure to adhere to the Code of Conduct may result in revocation of membership, removal from the Center or both. 1. Every member, visitor and employee will respect all others while utilizing the facility. All users are required to conduct themselves in a manner that does not interfere with another person's enjoyment of the facility. 2. Every member, visitor and employee is required to demonstrate good sportsmanship. At all times, the dignity of others will be respected. Fighting, spitting, profanity, and/or abusive, insulting or obscene language are strictly prohibited. 3. Every member, visitor and employee will care for the facility. Activity such as dropping weights and hanging from the basketball rims and volleyball nets is not permitted. Bicycles, rollerblades and skateboards are not permitted on the premises or inside the facility. Food will only be consumed in designated areas. Chewing gum will not be used in the facility. All members, guests and employees shall properly dispose of all trash and recyclables. Vandalism and the willful or malicious destruction, defacement or theft of any equipment or property is strictly prohibited and should be reported immediately. Other than guide or assistant animals for disabled persons, animals are not permitted in the facility.

4. Members, visitors and employees will wear proper attire. This includes wearing non- marking shoes. Wet bathing suits are to be worn only in the pool and restroom areas.

5. Parents and guardians will directly supervise their children in the facility. Unless in a registered program, youth younger than 12 years old are not permitted in the facility without an accompanying adult. 6. All members, visitors and employees are to keep the Center a drug, alcohol, and smoke-free environment and will promptly report all illegal drug, alcohol or prohibited tobacco usage immediately.

7. The Sanibel Recreation Center is a controlled access facility. Membership and daily admission passes are available at the front desk.

8. Members, visitors and employees will responsibly secure their own personal belongings.

9. Members and visitors utilize the facility at their own risk.

Lee County Electric Cooperative (LCEC) SmartHub Tool to Report Outages & View Outage Maps

We remind all Sanibel property owners that LCEC, the electric power supplier on Sanibel Island, has an app for mobile devices and an online tool called "SmartHub". This customer service tool provides access to view electric account information and usage history, pay bills and report power outages. SmartHub allows customers to request a call or text when power is restored or to let you know when your power usage exceeds a self-determined threshold. This is especially helpful for seasonal residents who may want to know if usage declines or spikes due to equipment failure at their location. LCEC also provides an outage management map that can be accessed at https://www.lcec.net/reliability/storm-center/outage-map. Customers can visit the site and view areas that are experiencing outages by zip code, region or county and see the number of customers impacted and if a crew has been assigned. The EMD oversees the Sanibel Emergency Management Plan (SEMP) to ensure the safety of residents, business owners, visitors, and to protect property on the island. As Sanibel is a low-lying barrier island, our primary threats are hurricanes and floods. The chief component of the SEMP - the Hurricane Action Plan - is implemented when a weather threat is identified by Lee County, the National Weather Service, or the City of Sanibel’s weather consultant. Emergency Tools & Information Hurricane Reentry Pass: Our reentry pass easily identifies who and when persons are authorized to return after an evacuation. The reentry pass program is all about safety and security, therefore getting a pass requires a short application and specific documentation (see application) . Family Emergency Plan: Completing this pre-formatted plan makes it your family’s emergency plan. An essential part of surviving a hurricane, it can also improve your quality-of-life during the event. The plan is on the county website leeeoc.com. AlertLee Both the city and county use this popular tool to send targeted emergency alerts. You can receive alerts on multiple phones such as your home and/or cell. Sign-up for this FREE service on the city website mysanibel.com (in the Quick Links on the right side) . Special Needs Program: The program provides shelter from a tropical storm or hurricane for those who live in a home and/or area that isn’t safe from storm surge or wind, and who have no other safe place to go. It also provides transportation to a shelter for those who do not have a way to get there. The program is available to Lee County residents at no cost, but you must register by completing an application. Lee County Emergency Management introduces TWO new systems to help residents prepare and stay informed

Lee County Emergency Management recently released two new systems to receive notifications in emergency situations. System number one is AlertLee, which is an emergency notification system you can sign-up for to receive alerts pertaining to emergency situations. System number two is LeePrepares , which is an application you can download on your Apple or Android devices to assist individuals and families in preparing for and recovering from all types of disasters that may occur. The City of Sanibel encourages all residents, property owners, business owners and island workers to download BOTH the LeePrepares App and sign-up for the notifications from AlertLee. System Number 1 Alertlee System: The AlertLee system is Lee County’s mass communication system. This system allows the county to send out rapid emergency notifications through different communication mediums, such as phone calls, text, e-mail and social media. AlertLee is administered through Lee County Emergency Management (LCEM). Citizens are alerted in situations pertaining to natural and man-made emergencies. AlertLee replaces CodeRed as the official emergency notification system to notify citizens of emergency information . Now is the time to sign-up and update your information into the FREE AlertLee system . Even if you previously registered in CodeRed, you need to complete a new registration for the County’s new AlertLee system. LeePrepares Application: This application assists individuals and families with preparing for and recovering from all types of disasters that may occur. The LeePrepares app includes the following sections: notifications, find my evacuation zone and active evacuations, shelter information, preparedness tools, after the disaster, AlertLee and local weather. To Download the LeePrepares Application: The FREE application is available to download for both Android and Apple devices in the App stores. Please Note: If you had previously downloaded the LeeAlert App on your mobile device, you do not need to download the LeePrepares app. Simply go to the app store or google play and update the LeeAlert App and the app will automatically change to LeePrepares on your device. Shelter Information: The application includes a section that lists all of the shelter locations. This will provide notifications once the application is activated. SPECIAL MEDICAL NEEDS PROGRAM Lee County Public Safety The information on the following two pages will help you make the best possible decision for your safety and well-being in the event of an impending hurricane. Our Special Medical Needs Program offers transportation and shelters for residents that do not have a safe place to be during the storm, or do not have a way to get to the shelter. If possible, arrange to evacuate with family, friends, or at a motel out of harm’s way for your “Plan A”. A shelter should be your ‘Plan B”. Making specific preparations now for where you will go if a hurricane is heading this way will take the worry and stress off both you and your loved ones. Pack items to take with you well in advance so you will be ready to leave as soon as evacuation orders are issued. Emergency Public Shelters are usually located in buildings with large open areas, such as schools, and are a good fit for anyone who is self-sufficient and needs no outside assistance in performing activities of daily living. You will be provided floor space only, so you must bring everything you need to shelter, such as bedroll, lawn chair, pillow, blanket, clothes, etc. Food and water will be provided but it would be wise to bring some of your own, as well. Shelters will be crowded, and with a large storm, may fill up quickly. Special Medical Needs Shelters are located in schools, as well, and are for individuals whose medical issues cannot be managed in a public shelter. Electricity is provided for medical equipment. You need to have a companion/caregiver accompany and assist you during sheltering. We will provide oxygen at the shelter. You must bring your medical equipment, medicines, personal items, money, etc. Your companion/caregiver must bring the same things, plus something to sleep on, such as a cot or lawn chair. We plan to have cots for those registered, but in a catastrophic storm our supplies will run out, so bring the things you cannot do without. Your pet may shelter with you. You must bring crate/carrier, leash & collar, food, clean- up supplies, vaccination record, and any other comfort items for pets. Shelter spaces in Hospitals are assigned to people whose health issues are unmanageable in a Special Medical Needs Shelter. Sheltering will be in hallways, meeting rooms, or other large congregate spaces, and no medical attention will be provided. You MUST have a companion/caregiver shelter with you the entire time. A letter from your physician must accompany the application. A bed will be provided, and oxygen, if required. You must bring your medical equipment, medicines, personal items, money, etc. Your caregiver will need to bring the same items, plus something to sleep on. You may NOT bring your pets to shelter at the hospital. Transportation to shelters can be pre-arranged by completing this application. LeeTran provides transportation to the shelters and Lee County EMS to the hospitals for those requiring stretchers. If you do not pre-arrange shelter transportation and realize you have no way to get to the shelter, you can go to any of the LeeTran bus stops and get a free ride to the shelters.

Hurricane Evacuation Check List

Make Your Plan • Plan A: If possible, arrange to evacuate to family/friends/motel outside any evacuation areas. • Plan B: Submit your Special Medical Needs Application • Complete the Family Emergency Plan and keep it in your Go-Kit • Start preparing your Go-Kit with the things you can pack early • Know Your Evacuation Zone • Let your family/friends know your evacuation plan • Download the LeeAlert app Approaching Storm • Contact family/friends where you are evacuating to confirm your plan • Secure your home and shutters Ordered to Evacuate • Confirm the evacuation is for your area – check the LeeAlert app, our website, or social media sites • If you are registered with the Special Medical Needs Program, you will receive a call from us to confirm your shelter and transportation plans • Finish packing your Go-Kit. Bring items critical to your survival, such as:

o Important documents (ID, insurance/medical cards, etc.) o Prescriptions, over-the-counter pain and cold meds, etc. o Cash from the bank to get you through a few weeks o Medical support equipment (nebulizer, feeding pump, wheelchair, etc.)  Portable oxygen tanks to get you to the shelter, then home  Do not bring your concentrator o Personal hygiene items, clothing, blanket, pillow, extra glasses o Non-perishable food, can opener, snacks, drinks o Radio, ear buds or headphones, flashlight, extra batteries o Books, magazines, cards, puzzles, etc. to help pass the time

• Secure your valuables or take them with you • Empty your refrigerator/freezer

Sanibel Police Install Prescription Medication Drop-off Box Service available 24 hours a Day, 365 days a Year

As a community service the Sanibel Police Department has installed a prescription drop-off box in the Police Department lobby. Unused portions of prescription medications should be disposed of properly to avoid harm to persons and our environment. Old or expired prescriptions can simply be deposited in this box and the Department will see that they are disposed of properly. No Police report or interaction with an officer is necessary when using the drop-box.

There are two primary reasons to dispose of residual prescription medications:

1. Keeping medicines after no longer needed creates an unnecessary health risk in the home, especially when children and grandchildren are present. Some prescription medicines contain controlled substances and are especially harmful if taken accidentally by someone other than the patient. Residuals of these prescriptions should be properly disposed of so not to be accidentally ingested by a child, pet, or others.

2. To reduce overall medicine levels in our waters the FDA recommends patients dispose of their residual medications in these type of drop-off boxes instead of flushing down the sink or toilet.

It is an extremely important responsibility to properly dispose of unused and expired prescription substances. Improper disposal can lead to chemical substances entering the environment and waterways, eventually reentering the food chain through filter-feeding organisms. Mollusks and crustaceans are especially prone to accumulating chemical substances. A study performed by scientists from the Washington Department of Fish and Wildlife found that significant traces of antibiotics, antidepressants, chemotherapy drugs, heart medications and oxycodone are accumulating in the shellfish inhabiting Puget Sound. This finding demonstrates the importance of properly disposing unused prescription drugs.

Guidance on Restoring Your Sanibel Home Post-Hurricane Ian

As the Sanibel Community recovers and rebuilds following Hurricane Ian, many citizens are anxious to return to the Island and restore their home to its former beauty. In some cases, structures will be demolished and properties redeveloped. City staff knows Sanibel’s Land Development Code is complex and is necessary to maintain the island sanctuary characteristics that makes Sanibel so unique. The City of Sanibel staff is committed to helping residents and businesses be successful in completing repairs, renovations, and redevelopment. The Natural Resources, Public Works, Planning, and Building Departments have compiled important information regarding the Land Development Code to help residents undertaking renovation, restoration, and redevelopment projects. Following the guidance will help to ensure properties remain compliant with the City’s Vision Statement, Sanibel Plan, and Land Development Code and help the community recover as we all work to restore this Sanctuary Island. The City of Sanibel staff will host a community workshop to present information and answer citizen questions on Wednesday, April 26, 2023, at BIG Arts. Part I – Guidance from the Natural Resources Department Vegetation Permits - Do I need a permit to remove or plant vegetation? • Some activities that would typically require a vegetation permit have been exempted through Mayoral Proclamation and can be viewed by following this link. • Activities such as mangrove trimming and removal, vegetation trimming and removal gulfward of the Coastal Construction Control Line, removal of live native vegetation (plants unaffected by the hurricane or those that can be restored or preserved), vegetation work on vacant lots, and other activities described in Sanibel Code Sections 122-141 through 122-150 (Vegetation Permits), that are not otherwise addressed in Mayoral Proclamations REQUIRE a permit . Landscaping – Are there requirements for the type of plants I use? • Generally, landscaping requires the use of 75% native vegetation within each category of native plants (trees, shrubs, and groundcovers), with the remainder being additional native plants or non- competing exotic plants. A good RULE OF THUMB: for every non-competing exotic plant installed, it should be offset with three native plants to prevent non-compliance. It is strongly recommended
