Section A: Basis of preparation This Sustainability Report (Climate Statements) contains climate-related disclosures for the year ended 30 June 2026 for Transurban Holdings Limited and its controlled entities, including Transurban International Limited and its controlled entities and Transurban Holding Trust and its controlled entities (together referred to as "Transurban“, or “Group”).

Forward-looking statements The Sustainability Report (Climate Statements) contains forward- looking statements, management judgements, and estimates that are based on the Group’s current views and assumptions regarding future events as at the date of the report. Forward-looking statements may relate to, without limitation, demand for Transurban’s roads; anticipated and projected financial effects; the performance, development and delivery of its assets and projects; regulatory and concession arrangements; funding and capital management; and the Group’s expectations, commitments and objectives in relation to sustainability and decarbonisation, including its climate resilience initiatives, the potential impacts of climate - related risks and opportunities on its prospects, business model and value chain, and other climate - related metrics, targets and disclosures. Climate-related disclosures involve known and unknown risks, uncertainties, and other factors, many of which are beyond the Group’s control and which may cause actual results to differ materially from those expressed or implied in the statements contained in the report. Where the Group has made significant judgements, estimates and assumptions, this has been disclosed within this report.

The Group’s climate-related disclosures have been prepared in accordance with Australian Sustainability Reporting Standard AASB S2 Climate-related Disclosures issued by the Australian Accounting Standards Board and the Corporations Act 2001 (Cth). This is the Group’s first year of reporting under AASB S2, and in line with the transition relief available, comparative information is not disclosed. The Group has also applied the transition relief available to not disclose Scope 3 greenhouse gas (GHG) emissions. However, it has elected to voluntarily disclose certain Scope 3 and customer emissions information in accordance with the Greenhouse Gas Protocol (GHG Protocol). 1 This report covers the same reporting entity (consolidated group) and reporting period as the related financial statements on page 112, and all climate-related financial disclosures are presented in Australian dollars, consistent with the currency used in those financial statements. Defined terms used throughout this report are set out in the Glossary on page 249. Key judgements and uncertainties Judgements are regularly made by the Group and are based on historical experience and other relevant factors, including expectations of future events that may have an impact on the Group and are considered reasonable under the circumstances. Details of the Group’s approach to metrics and targets are included in Appendix 1 (Approach to climate-related target setting) and Appendix 2 (Measuring climate-related metrics and GHG emissions activities) in this report.

1 The Group applies a minimum boundary to Scope 3 Category 11 emissions, as permitted under the GHG Protocol, and does not currently include customer emissions from the use of its roads within this category. Accordingly, customer emissions are disclosed separately from Scope 3 emissions. Both customer emissions and Scope 3 emissions information are subject to limited assurance
