Executive Summary
King’s College London is rated among the world’s top universities and ranked sixth in the UK for the quality and quantity of its research activity. King’s Strategic Vision 2029, will take the University to its 200th birthday, and has pledged that its staff and students will continue to help make the world a better place. Reporting to the Director of Environmental Sustainability, this is a strategic post that will lead on the management of the utilities budget and consumption to achieve long term energy and cost security for the university. This will include all aspects of procurement, contracts, forecasting, bill validation, recharging and reporting. You will also be responsible for developing and implementing our ISO50001 compliant energy management system. The role would suit energy management professionals with extensive experience in identifying and managing energy, water and carbon reduction opportunities and preparing effective business cases to gain support and financial investment. Demonstrable success in leading the design, delivery and management of a utility metering strategy will be highly advantageous.

About the Estates & Facilities Directorate
Kings’ Directorate of Estates and Facilities is a key enabler of the University’s strategic vision 2029 and we have created a strategy which demonstrates our intent and sets out how the Estates and Facilities team will support the ambition of the University’s strategic vision. Our philosophy has been developed using the guiding Principles outlined in vision 2029; we have worked with our academic and research colleagues and our students so that we can ensure that the communities we serve are at the very heart of the directorates work. Operating in central London means that King’s has some unique challenges ahead with an ambition to grow student numbers and the level of research we undertake. This means we will need to make wise choices about where we focus our efforts and resources. We will need to be clear about how we prioritise activity to ensure our decisions can support the overall purpose of King’s. We have a finite amount of space and resource and it is our job to help King’s manage our assets well.

Environmental Sustainability Team
The Environmental Sustainability Team is dedicated to sustainable operations, encompassing energy, waste and materials, biodiversity and active travel. We work closely with colleagues across the university to coordinate cross-departmental efforts, as well as collaborating with external partners to integrate sustainability into all areas and activities.

The Estate
Kings has five campuses in central London consisting of more than 100 buildings ranging in age from the 1780’s to the current day. Many are listed and of great architectural significance. The campuses house a diversity of spaces, including teaching and learning environments, cutting edge research facilities, chapels, cafes and restaurants, gyms and student residences.

Working collaboratively with our NHS Trust partners, we are now preparing for the development of strategic masterplans for our health and life science campuses, and with commercial developers and investors in the growth of the SC1 innovation district.

ROLE PURPOSE The overall purpose of the job is to: 1. Manage utilities budget and consumption to achieve long term energy and cost security for the University, including procurement, contracts, forecasting, bill validation, recharging and reporting. 2. Develop and implement an ISO 50001 compliant energy management system. 3. Identify and manage energy, water and carbon reduction opportunities and prepare business cases to gain support and financial investment. 4. Lead the design, delivery and management of the utility metering strategy. 5. Advise the University on legislation, regulations and other external standards and requirements relating to energy, water and carbon and ensure compliance with current and forthcoming requirements. 6. Contribute to the development and implementation of a decarbonisation plan to meet the University’s net zero targets. KEY RESPONSIBILITIES • Manage the utilities budget, providing forecasting, target setting and monitoring for consumption and cost. • Negotiate and manage utility contracts and relationship with purchasing consortia. net zero targets and make continued absolute carbon reductions. • Use energy management software and bureau services to ensure all utilities invoice payments and recharges take place accurately and on time. Liaise closely with utility suppliers. • Maintain robust monitoring and targeting, providing accurate data to internal and external stakeholders. • Produce energy reports and account statements as required for relevant University committees and decision-makers. Analyse usage and spend to ensure targets are being met and anomalies are flagged. • Develop and maintain an ISO50001-certified energy management system which aligns with the existing ISO14001-certified environmental management system. • Develop an appropriate metering strategy, working with colleagues to ensure that it is implemented, including installation of automatic sub-metering. • Input to the work of colleagues on BMS optimisation. • Help to develop and implement a decarbonisation plan to meet the University’s
