ROLE PURPOSE The overall purpose of the job is to: 1. Manage utilities budget and consumption to achieve long term energy and cost security for the University, including procurement, contracts, forecasting, bill validation, recharging and reporting. 2. Develop and implement an ISO 50001 compliant energy management system. 3. Identify and manage energy, water and carbon reduction opportunities and prepare business cases to gain support and financial investment. 4. Lead the design, delivery and management of the utility metering strategy. 5. Advise the University on legislation, regulations and other external standards and requirements relating to energy, water and carbon and ensure compliance with current and forthcoming requirements. 6. Contribute to the development and implementation of a decarbonisation plan to meet the University’s net zero targets. KEY RESPONSIBILITIES • Manage the utilities budget, providing forecasting, target setting and monitoring for consumption and cost. • Negotiate and manage utility contracts and relationship with purchasing consortia. net zero targets and make continued absolute carbon reductions. • Technical Proficiency: Expertise in using Building Management Systems and energy management software. • Energy & Carbon Management Expertise: Proven experience in managing energy, water, and carbon within complex estates. • Collaboration & Partnerships: Proven ability to establish partnerships and lead collaborative initiatives. • Stakeholder Influence: Demonstrated ability to influence stakeholders and ensure alignment within teams and organizations. • Communication & Organisational Skills: Strong ability to communicate effectively with diverse audiences and manage tasks efficiently. • Budget & Project Management: Experience in managing significant budgets and leading complex projects. • Data & Reporting Skills: Ability to manage large, complex datasets and produce clear, insightful reports. • Relevant Qualification & Experience: Professionally qualified/ relevant degree, with substantial experience in energy management Desirable: • Postgraduate qualification in a relevant topic. • Membership of an appropriate professional body. • Knowledge of broader sustainability issues such as waste, transport and procurement.

• Use energy management software and bureau services to ensure all utilities invoice payments and recharges take place accurately and on time. Liaise closely with utility suppliers. • Maintain robust monitoring and targeting, providing accurate data to internal and external stakeholders. • Produce energy reports and account statements as required for relevant University committees and decision-makers. Analyse usage and spend to ensure targets are being met and anomalies are flagged. • Develop and maintain an ISO50001-certified energy management system which aligns with the existing ISO14001-certified environmental management system. • Develop an appropriate metering strategy, working with colleagues to ensure that it is implemented, including installation of automatic sub-metering. • Input to the work of colleagues on BMS optimisation. • Help to develop and implement a decarbonisation plan to meet the University’s
