6. In what way would the words spoken to Zerubbabel in verses 20–23 have encouraged him as the governor of Judah?
FOUNDATIONAL TRUTHS
FULFILLED PROPHECY Prophecy is “the proclamation of that which God revealed.” 19 Prophecy accounts for a large portion of the Bible. Over one quarter of Scripture is predictive, with one Bible scholar counting over 1,800 distinct prophecies. At least half of these predictions have already been fulfilled in precise detail. 20 Haggai ends with promises that Israel will experience restoration and bless- ing, and that Zerubbabel will be God’s “signet ring,” resuming the messianic line from King David that was interrupted by the exile. Zerubbabel is indeed mentioned in the genealogies of Jesus in Matthew 1:12 and in Luke 3:27. And Israel did experience restoration as the people returned to their promised homeland, rebuilt the temple, and renewed their covenant with God. Because God has already fulfilled so much of the prophecy in the Bible, we can trust that He will keep the rest of His promises! 21
