London & South East Education Group was formed in 2018, bringing together Further and Higher Education, together with a Multi-Academy Trust and an Apprenticeship company. The Group is now a leading provider of Education across London and the South East for over 13,000 learners, and has aspirations for both growth whilst holding our existing provision to increasing standards. From the Alternative and Special provision offered by our schools in our Academies Trust, to vocational courses of all levels in our College Corporation to degrees and professional qualifications as part of our Higher Education provision, we make educational accessible to everyone across the region, whatever their age, ability or interest.

We are on a journey of transforming our Estate to support our ambitious plans and as part of this investment are seeking to appoint a Director of Capital and Strategic Projects. Reporting to the Group Chief Strategy Officer, the Director of Capital and Strategic Projects will lead the delivery of the Group’s capital programme, as well as playing a key role in the evolution and executing of the Estates Strategy, ensuring that the Estate supports the Group’s strategy and growth plans and is inspiring, sustainable and fit for purpose.

London South East Academies Trust is a thriving multi-site(s) trust consisting of specialist schools offering special and alternative provision. London South East Academies Trust was established in 2014 as Bromley Education Trust by what was Bromley College at the time. The Trust changed its name in 2017 to reflect the growth. Initially the Trust had two schools but has recently expanded to eight with further coming on stream through conversion. All offer outstanding alternative and specialist provision across Bromley and Bexley. The Trust ensures that children have access to a high quality alternative to mainstream school when needed as well as developing systems for prevention and reintegration.

London South East Colleges was created in August 2016 following a three-way merger between Bromley College, Bexley College and Greenwich Community College. The college has eight campuses across the region, offering education and training to around 13,000 people. Since the merger, the College has been working hard to strengthen provision and safeguard itself financially for the future. The college offers over 300 courses at a range of levels, to suit people of all ages, abilities and interests. From Adult Community courses and apprenticeships right through to degree-level and professional qualifications.

From the Alternative and Special provision offered by our outstanding schools, to vocational courses of all levels – right through to degrees and professional qualifications, we make educational accessible to everyone across the region, whatever their age, ability or interest. THE ROLE

• Ensuring accurate and detailed project briefs are established and remain the project deliverables • Managing curriculum leaders expectations and changing requirements • Appointing and managing contractors • Driving performance and achieving KPls • Project & Programme forecasting (time/ money) • Project & Programme reporting and dashboard summary • Leading/Coordinating completion, snagging, handover and commissioning into the FM function (Soft Landings) • Managing defects, latent defects, and design/operational issues post completion • Ensuring a system and process of post project evaluation and continuous improvement • Managing the strategic capital asset data set; advising on priorities and capital liabilities to best manage and prioritise reinvestment programmes and grant focused income; providing space planning services and advice. • To lead environmental sustainability and other initiatives on behalf of the department and Group to achieve the programme and outcomes defined • Ensure all procurement is undertaken in line with policy complies with public procurement requirements, and value for money is achieved at all times, with maximised opportunity taken through bulked up procurement. • Manage all contracts/professional term appointments in accordance with the contract and progressive, high quality partnership working to achieve a consistent high quality service provision, aligned to our service level agreements (SLAs), challenging and supporting high performance. • Establish an operating manual/set of procedural driven processes that achieve a consistent high quality of operation and profiled risk.

MAIN PURPOSE OF THE JOB: • To deliver the estates strategy; operational plans; and departmental targets and objectives as a senior leader with collective responsibility for our service. • Develop and manage a range of policies; procedures and operating processes to achieve a consistent high quality at all times. • To lead, coordinate and deliver strategic capital planning, projects and procurement on behalf of the department to a consistently high professional standard on time, within agreed budgets and with high levels of customer satisfaction and to other agreed targets. • To achieve consistently high levels of customer satisfaction; project delivery to agreed outcomes and deliverables; and overall performance at and above the departmental services level agreements and other targets set. • Establish, maintain and continuously improve systems of operation to reduce duplication; improve efficiency; and provide up to date data to support operational dashboard reporting and business intelligence. • Lead a team of highly motivated staff, with a shared collective responsibility and high focus on customer satisfaction, delivery, and performance at and above the departmental services level agreements and other targets. • To create and manage successful and positive relationships with key stakeholders, staff and third parties to support delivery. • To act and administer our service in full compliance with all policy, departmental procedures and operating practice and statutory requirements.

• To act in a highly professional and diligent manner at all times. KEY RESPONSIBILITIES: • To support the Group Chief Strategy Officer and Group Chief Financial Officer in the delivery of the estate strategy and ambitions of the Group. • To form and maintain excellent relationships

with external stakeholders at all times, working with the Group Chief Strategy Officer.

• To positively represent the department in internal forums, groups, governance committees and leadership meetings. • To line manage designated staff in line with policy and ensure staff in secondary lines management staff are well line managed both with a common consistency; support and mentor staff through their personal development and career journey, ensuring all complete mandatory and developmental training to sustain suitable levels of technical competence. • To lead, coordinate and manage the professional delivery of all strategic capital planning, projects and procurement on behalf of the department including: • Being responsible and accountable • Providing and coordinating good professional advice • Acting with integrity and diligence at all times • Optimising opportunities for grant funding through bids • Appointing, coordinating and managing professional advisors when needed

PERSON SPECIFICATION QUALIFICATIONS Essential:
