The annex further details how high-level officials in the FBI and CIA were aware of the hoax but chose to suppress exculpatory evidence and advance the false narrative. For instance, FBI Di- rector James Comey and Deputy Director Andrew McCabe were briefed on intelligence as early as March 2016 indicating the Clin- ton campaign’s role in manufacturing the Russia links, yet they buried this information and instead used the Clinton-funded dossier to mislead the Foreign Intelligence Surveillance (FISA) court into approving warrants. CIA Director John Brennan briefed President Obama, Vice President Biden, Director of National In- telligence James Clapper, and Comey in August 2016 about the Clinton Plan, but no investigation into Clinton followed. Instead, efforts intensified against Trump. The CIA assessed the emails as likely authentic and knew the collusion story was baseless but remained silent, hoping it would lead to Trump's impeachment. This multi-year operation paralyzed the Trump administration by justifying the appointment of Special Counsel Robert Mueller, whose probe found no collusion but consumed resources and fed years of damaging leaks and media coverage.
