ROLE AND CORE ACCOUNTABILITIES Compliance • To be the university Primary Authorised Representative for compliance with competent authorities re carbon emissions. • Manage risk and deliver assurance of compliance with regards to all relevant and emerging energy and carbon regulation and primary legislation. Examples include UK ETS, CHPQA, ESOS, environmental permitting, etc. and any ad-hoc audits. • Responsible for reporting to/providing information for non-statutory returns as required, such as HESA EMR, THE SDG Ranking, etc. • Responsible for managing relations with Competent Authorities and verifiers. • Responsible for maintaining accurate and fit-for-purpose processes, procedures and management systems for recording quality data and evidence. • Reporting compliance and any non-conformances as required and in a timely manner. • To ensure accurate technical data and consumption and emissions information is collated and analysed in preparation for external audits. Business Management Support for ULEC subsidiary company • Responsible for procurement of energy, metering and water contracts, procurement strategy, managing tenders, and making recommendations to senior management. • Responsible for ongoing management of contracts for the supply of energy and water. This includes negotiating with suppliers to obtain higher levels of service and improved performance. • Generation of routine quarterly operations and compliance performance reports to ULEC Board. • Management of relevant maintenance contracts for cogeneration infrastructure across the estate. • Responsible for monitoring university’s cost and consumption of utilities, presenting budget reports to the ULEC Board, highlighting variances, and investigating opportunities to reduce cost/consumption. • Lead and guide financial colleagues on financial analysis to ensure accurate billing and validation of consumption. • Develop, maintain and report on utility performance data, via KPIs, sector benchmarks, or otherwise. To include energy and water performance, and high-quality carbon accounting. • Analysing consumption and District Energy performance and reporting to ULEC Board of Directors and other senior management/governance channels as required, presenting on annual consumption and performance as requested. • Responsible for contributing to both FRCS and ULEC Risk Registers as regards energy/water/ carbon services and District Network operations, respectively. • Manage applications to relevant grant and funding schemes and subsequent projects, including those administered by government departments (e.g. PSDF, GHNF); support staff and teams applying for similarly relevant schemes, e.g. through SALIX and UKRI, supporting good energy and carbon management across teaching and research activities. • Working with technical engineering colleagues to assist with reduction of loss and efficiency of the cogeneration and distribution networks. • Maintain an up to date risk register.
