Background
The Cox Group are a trusted leader in sustainable waste management, transforming waste into resources, recycling over 90% of materials, and setting industry standards for exceptional service, simplicity, and environmental stewardship. By empowering communities and industries to achieve their sustainability goals, we aim to inspire a shift toward a circular economy.
The Cox Group operates over 30 front line vehicles, operating multiple waste stream services, employing over 70 team members and servicing circa 5000 customers.
Offering a single stream waste collection service for, cardboard & paper, dry mixed recycling, glass, food, general and ad-hoc collections, we strive to deliver prompt, reliable and customer focused waste management solutions. A key driver is to anticipate and evaluate new legislation, develop and assess environmental technologies and research our customers’ practical requirements to provide successful and sustainable waste management services.
Approach to Simpler Recycling Legislation
The Cox Group recognise the need for legislation to drive improvements in recycling participation and quality across both private and public sectors, The varying collection methodologies and the diverse offerings in terms of compliant and non-compliant streams has presented both businesses and households with a confused approach to services and has impacted on the behavioural change required to take a step change in the recycling performance across the UK. The Cox Group also believe that Simpler Recycling will enable consistent and more streamlined collections from all households, businesses and relevant non-domestic premises (e.g. schools and hospitals).
New default requirements
England only
• Six recyclable waste streams: cardboard & paper, plastic, metal, glass, food waste and garden waste will need to be collected separately from general waste streams. • Local authorities must always collect the recyclable waste streams separately from residual waste, and dry recycling separately from organic. • Non-household premises in scope must arrange for separate collection of the recyclable waste streams (except garden waste). • There is no exception available to not collect recycling in any circumstance.

• The same materials will be collected for recycling everywhere. • Primary legislation also includes requirements about collecting recyclable waste streams separately with certain exemptions available based on a TEEP (Technical, Environmental, Economical, Practical) assessment. The Cox Group understand this is the Government's maximum default requirement and is not expected to increase in the future. However, councils and other waste collectors will still have the flexibility to make the best choices to suit local need. This is a sensible and pragmatic approach to the collection of materials for every household and business in England.
The Cox Group support the premise that through Simpler Recycling all waste producers will receive a comprehensive and consistent set of waste and recycling services.
Timelines
The Government will deliver these reforms to previously announced timelines, subject to the implementation timelines for Simpler Recycling are as previously announced:
• By 31 March 2025, businesses and relevant non-domestic premises in England will need to arrange for the collection of the core recyclable waste streams (cardboard & paper, plastic, metal, glass and food), except for garden waste. • Micro-firms (businesses with fewer than 10 full-time equivalent employees) will be temporarily exempt from this requirement. They will have until 31 March 2027 to arrange for recycling of core recyclable waste streams. • By 31 March 2026, local authorities will be required to collect the core recyclable waste streams from all households in England. This includes introducing weekly food waste collections for most homes, unless a transitional arrangement applies. • By 31 March 2027, kerbside plastic film collections from businesses and relevant non- domestic premises and households will be introduced.
System Design and Outcomes
The Cox Group’s collection methodology is designed to maximise the recycling potential for its customer base, utilising efficient collection services and maximising the value of resource from reduced disposal and the realisation of value from recyclate. The Cox Group utilises its own waste transfer and recycling facility, along with other approved facilities to optimise the separation of collection co-mingled recyclate and avoid landfill by converting waste into Energy from Waste (EfW) or waste derived fuels in the form of RDF (Refuse Derived Fuel).

TEEP Assessment
Doc Ref: IM 28
To create the current feedstock that enables maximum extraction through its processes The Cox Group have developed a collection methodology for the collection of residual waste and separated, and co-mingled collections as follows:
Assessment Step 1 (Core Data)
The Cox Group consider the waste collections covered and the current waste collection system.
The current waste collection system: • Cardboard & paper • Dry mixed recyclables • Glass • Food • Residual waste
Resources
The resources used for the collection of all materials is managed across daily routes.
Assessment Step 2 (Collection methodology)
The Cox Group consider how each waste stream is managed and what waste is recycled. • Cardboard & paper collected as a separate waste stream and is recycled. • Dry mixed recyclables (DMR) in its current mix is collected and recycled except for any contaminants. • Glass is collected as a separate waste stream and is recycled. • Food is collected as a separate waste stream and recovered via Anaerobic Digestion (AD) • Residual waste is currently processed and recovered via EfW and RDF fuel processes.
Assessment Step 3 (Waste Hierarchy)
This step relates to the waste hierarchy, which has been applied throughout the decision- making process regarding the selection of recycling methodology. The Cox Group apply the waste hierarchy to all materials collected and processed and our collection and processing reflects an optimisation of the streams collected.
Assessment Step 4 (Cox Group Approach)
At this stage, questions are asked in relation of the 6 dry streams of cardboard & paper, plastic, metal, glass, food and garden waste.

TEEP Assessment
Doc Ref: IM 28
• Does the Cox Group collect cardboard & paper, plastic, metal, glass, food waste and garden waste for recycling? Yes • Are separate collections in place? Yes (Where economically practicable and viable at customer premises) • Are separate collections necessary to ensure that the waste is recycled? No (Waste co-collected for recycling is recycled, except for contaminants)
Assessment Step 5 (Conclusion)
The Cox Group have assessed and reviewed, and the current collection methodology will be maintained, and continued provision of a DMR service alongside the increasing provision of separated waste streams ensures reliable service, simplicity and sustainability to its customers.
Assessment Step 6 (Review)
This TEEP assessment will be reviewed at least annually utilising the same methodology.
