Council asks for extra study time on CRRRC report
Notre histoire a commencé en 1948 pour nous les Grégoire
Centre (CRRRC) on its website and provided public review copies at six locations in Prescott-Russell and the Ottawa area. The executive summary and pre- sentation document are both avail- able in French and English but the main three volumes with appendi- ces are all in English only though Hubert Bourke, TMES project man- ager, has offered to provide email answers in French to anyone with specific questions about the con- tents. The ToR is the latest step to se- cure ministry approval for an En- vironmental Assessment (EA) on the proposed recycling and waste management project. Two possible sites, one near Russell village and the other close to Carlsbad Springs
in Ottawa’s rural area, are suggested for the project. The EA will deter- mine which, if either, becomes the final choice should the ministry give the company approval to continue with its project. Russell Township, the City of Ot- tawa, and all interested stakehold- ers have until mid-October to go through the ToR and present their comments to the ministry. Mayor St-Pierre told council that is not enough time for staff, the en- vironmental advisory committee and its CRRRC sub-committee to do an adequate review of the ToR. He will contact Environment Minister Jim Bradley and ask for a month’s extension on the review deadline to mid-November instead of mid-October.
EMBRUN | Residents of Russell Township havResidents of Russell Township have lots of reading to do if they want to argue about a proposed waste management and recycling plant project. “We need a lot more time to for- mulate those arguments,” Mayor J.P. St-Pierre said during the Sept. 17 regular council session. “Whether we get the extension or not de- pends on the Ministry of Environ- ment.” Taggart Miller Environmental Services, an Ottawa-based consor- tium, has at last posted the Terms of Reference (ToR) for the proposed Capital Region Resource Recovery
