Manufacturing Employment Weakens In August

According to the National Association of Manufacturers’ Monday Economic Report, the labor market continued to weaken in August, with manufacturing showing ongoing signs of stress. Manufacturing employment slipped by 12,000 during August, the fourth consecutive month of de- cline, bringing the sector’s job losses to 78,000 over the past year. In contrast, nonfarm payroll employment inched up by 22,000, below expectations. The unemployment rate increased 0.1 percent to 4.3 percent, while labor force participation showed a minor increase to 62.3 percent. The ISM Manufacturing® PMI contracted for the sixth straight month in August, registering 48.7 percent—up slightly from 48.0 percent in July but still below the 50 per- cent threshold that indicates growth. Demand indicators offered some positive signs, with the New Orders Index rising to 51.4 percent and the New Export Orders Index im- proving to 47.6 percent. Meanwhile, inventories contract- ed at a slower rate, but the Production Index slipped back into negative territory, falling to 47.8 percent after showing growth in July. Although new orders improved, respon- dents pointed to tariffs and uncertainty as continuing risks to near-term demand.

Job openings for manufacturing increased by 41,000 to 437,000 in July, but remain far below the half-million average seen through 2024. The manufacturing hires rate ticked up by 0.2 percent to 2.5 percent, while the separa- tions rate—including quits, layoffs, and discharges—held steady at 2.5 percent. While openings remain well below recent norms, the relatively low turnover suggests most manufacturers are holding on to existing talent. The uptick in hires also indi- cates some firms are beginning to backfill roles vacated in recent months. Overall, August data point to continued headwinds for manufacturing, with job losses, weak production, and un- certainty weighing on activity. At the same time, modest improvement in new orders and signs of workforce stabil- ity provide some cautious optimism that conditions may not worsen further.
