Mayor René Berthiaume, Councillors Michel Beaulne, Alain Fraser and Marc Tourangeau supported the resolution while Councillors André Chamaillard, Johanne Portelance and Michel Thibodeau opposed the motion. Beaulne, who presented the proposal, asserted that the town would benefit from the economy of scale offered by the coun- ties, noting that Hydro Hawkesbury has had a “positive experience” with the counties. A study to update the town’s system would cost between $100,000 and $150,000, he said. Fraser said it was a “firm step in the right direction.” Tourangeau commented
To date, the counties have reached agree- ments with Alfred-Plantagenet and Russell, as well as Hydro Hawkesbury. The town of Hawkesbury also recently agreed to work Thibodeau related that the counties did not check all of the town’s requirements before presenting its proposal. There was no way the counties could match the level of service the town now enjoys, he main- tained. Hawkesbury taxpayers already pay a lot to the counties, and these costs will continue to rise, Thibodeau said. Three deals that the counties’ system would be secure and efficient. But Chamaillard was skeptical, doubting the counties could provide a better service at a lower price. Ambulance costs have tri- pled since that service was taken over by the counties, he said. “I do not think we will save money. We should continue with our own system,” argued Chamaillard. Recalling that council had opted for the status quo earlier this year, Portelance said that council was interfering with an admin- istrative matter, suggesting that any deci- sion should be delayed until Carrier had a chance to examine the file. “The counties may offer a Cadillac system but we don’t need a Cadillac,” she stated. Warning the town would receive “second class” treat- ment, she said the town’s current system was fine and secure. She and Thibodeau complained that more important issues, such as streets and sidewalks, had received little attention over the last two years.
HAWKESBURY | The town of Hawkesbury has accepted an offer from the united counties of Prescott-Russell to provide computer services to the municipality. But the decision was far from unanimous when the notion was presented at a recent council session, the third time the bid has been discussed this year. In a 4-3 vote, council mandated new ad- ministrator Jean-Yves Carrier to proceed with the replacement of the town’s “obso- lete” system by a service provision agree- ment with the counties.
