APPENDIX A: CAPITAL IMPROVEMENT PLAN The following Capital Improvement Plan was adopted by the Town of Burgaw Board of Commissioners on July 1, 2024. The plan represents a 10-year vision for the Parks and Recreation Department. The plan incorporates the long-term vision for sustainable development, economic growth, and community resilience. This plan is updated yearly and remains subject to changes based on evolving needs, financing opportunities, emergencies, or Board directives.

FY 2024-25

West Side Expansion of Osgood Canal Urban Trail & Greenway………………………… $200,000 Due to additional requirements mandated by the North Carolina Stormwater Program, the Parks, Recreation, and Tourism Department is requesting additional funding to cover the expense of design, engineering, survey, permitting, and construction administration of West Side Trail. The original budget for PARTF did not cover these expenses and would be a massive detriment to the overall project budget if not allocated. The Town is currently obligated under contract with the North Carolina Parks Division to provide the state recreation amenities of West Side Trail. The Parks, Recreation, and Tourism Department believes it is vital to fulfill our obligation to the State and the residents of Burgaw, who voted and advocated for multiple years to have this project built.

FY 2025-26

Dees Park Pavilion………………………………………………………………………………… $TBD The development and construction of the Dees Park Pavilion, a landmark addition to the Historic Downtown area. This project will be designed to enhance community engagement and outdoor leisure, with a focus on providing essential amenities for residents and visitors alike. The Dees Park Pavilion will feature a picnic area, thoughtfully integrated into the downtown landscape to complement the vibrant array of local restaurants. This inviting space will offer a setting for individuals and families to enjoy outside dining, fostering a sense of connection and enjoyment within the downtown community. In addition to its picnic area, the Dees Park Pavilion will include public restrooms strategically positioned to provide convenient access for downtown patrons. These facilities will serve as a vital amenity, offering essential comfort and accessibility while shopping, dining, or attending events in the downtown area. Whether exploring the bustling streets or participating in community gatherings, visitors can rely on the Dees Park Pavilion to provide a welcoming and convenient retreat in the heart of Burgaw's Historic Downtown. The development and construction of the Dees Park Pavilion underscore Burgaw's commitment to enhancing the downtown experience and fostering community engagement.
