Bishop Rayford Hankins Memorial Park Community Splash Pad Development Plan
Introduction Splash pads are becoming increasingly popular as safe and accessible alternatives to traditional water play, offering interactive water features that encourage children and families to engage in outdoor activities while promoting water safety. The Town of Burgaw does not currently have a community splash pad, a facility that has long been desired by residents. The idea was presented as one of the top ten most needed facilities in the 2016 Parks and Recreation Master Plan and was the second most requested facility in the 2024 Master Plan update. The community pursued a splash pad project in 2016, but due to internal logistics and location, the project was not completed, and funds raised were returned to donors in late 2017. With the development of The Parks Foundation of Burgaw in 2023 a 501(c)3 non-profit, plans to pursue such a project have been revived. To support the Parks, Recreation, and Tourism Department for the town, The Parks Foundation of Burgaw has presented this information to the Town of Burgaw Board of Commissioners for support and approval to use the existing land at Bishop Rayford Hankins Memorial Park. Because the park was named after Reverend Hankins, The Parks Foundation consulted the family to be sure they were in favor of the project.
