SECTION II: VISION, GOALS, AND OBJECTIVES To guide the development of the Hankins Park Splash Pad, the Town of Burgaw establishes the following vision statement and goals: The Town of Burgaw envisions an innovative splash pad space that inspires active play, fosters community connection, provides a safe, fun environment for people of all ages, and connects to the existing parks and trails infrastructure. This vibrant play space will enhance Burgaw’s current public parks system by offering a refreshing, interactive experience that promotes health, wellbeing, and outdoor enjoyment for generations to come .

Goal 1: Enhance Community Engagement The Town of Burgaw actively seeks to establish recreation programs to bring people of all ages, ethnic backgrounds, and socio-economic levels together and to design parks to accommodate all sectors of the town’s population and support their physical, mental, and social needs, as stated in the 2024 Parks and Recreation Comprehensive Master Plan. The Town also strives to encourage active, healthy lifestyles for members of the community, and promoting outdoor play at a splash pad helps to accomplish this goal. The proposed location for the splash pad is Hankins Park, which is already connected to residential areas of town and the downtown area through sidewalks and the Osgood Canal Greenway and Urban Trail. Given this location, the splash pad will be easily accessible by walking along safe routes, giving more families the opportunity to enjoy outdoor recreation. The Town of Burgaw is dedicated to improving the accessibility of existing facilities and incorporating accessible elements into all future facilities. The proposed splash pad is ground level,
