We recognise the important part that Estates and Corporate Services teams play in the delivery of service response. Our specialist Blue Light Estate and Corporate Services division, oversees leadership roles on behalf of police, ambulance and fire and rescue services as part of our public sector estates services team. This team focuses on roles in asset and property management, facilities management, capital projects, development and wider corporate services. As a team, they have worked with blue light services across the UK and their track record is detailed later in this document. Stephanie Howe – Business Sector Director, Public Sector Estates – Blue Light Service Lead Stephanie has led the MRG Public and Third Sector team since 2019, and is responsible for the management of client and recruitment relationships to those operating in the public sector. Over recent years, Stephanie has developed our specialist blue light service division to manage senior recruitment campaigns and team development on behalf of police, fire and ambulance services. Before joining MRG, Stephanie spent eight years of her career with a large property services organisation where she oversaw the valuation, management and disposal of property interests on behalf of institutional investors and lenders.
Jane Schofield – Associate Director
Jane is an Associate Director working within our Public Sector Estates Team with over 20 years’ recruitment experience working on construction and property management roles across the built environment. Jane has managed the delivery of high-profile campaigns for leading institutional client organisations across a range of project and programme leadership-related roles. Jane worked for MRG in 2013 to 2015 where she ran the Higher Education Estates business in the Northwest of England and rejoined MRG in January 2023 to cover a more national role across Public Sector Estates.
Charley McCarthy – Campaign Delivery Manager
Charley is an experienced recruitment project manager with over 4 years’ experience in executive search. She will assist in the delivery of the recruitment campaign ensuring the project runs smoothly, and on time whilst also providing the best possible service to our candidates and clients. Prior to joining MRG, Charley worked for a leading Executive Search firm working predominantly within the Public and Voluntary sector on senior appointments.

London Ambulance Service NHS Trust (LAS) is the busiest emergency ambulance service in the UK. The brief was to secure a senior estates leader with demonstrable experience of overseeing a multi-site and complex portfolio. Following a national search, the appointed candidate was an experienced Head of Estates at a London based local authority, most recently overseeing a portfolio of a similar size, scale and possessed experience of leading an estates transformation programme.
MRG were approached by the Office of the Police and Crime Commissioner for Hampshire of Isle of Wight (the OPCC), following a recommendation from a local partner organisation to appoint a new Head of Estates. Over 150 potential candidates were identified, of which 10 candidates were longlisted for MRG interview. 7 candidates were then shortlisted and the OPCC selected 5 to interview, deeming 3 to be appointable. Following the Head of Estates appointment, MRG subsequently delivered recruitment of the Development Director, Hard FM & Projects Manager and Compliance Officer roles.

The London Fire Brigade (LFB) is the busiest of all the fire services in the United Kingdom with a real estate portfolio of over 100 properties, the LFB owns and occupies a diverse property portfolio that supports the crucial work of over 5,000 staff. MRG were appointed to oversee the recruitment of the new Head of Property, initially on an FTC interim basis. MRG were successful in appointing an emerging estate leader from central government with extensive prior experience in the private sector. The appointed candidate has since been promoted on two occasions on a permanent basis.
MRG were approached by Kent Police following the recommendation by a partner local authority. Kent Police has a diverse portfolio throughout the County made up of over 150 assets including police stations, a training centre, offices and residential properties. candidates were approached. Following an extensive screening and selection process 10 candidates were longlisted and 5 selected for the client interview process. An experienced estates leader was appointed from a neighbouring local authority. We ran a comprehensive recruitment campaign where over 120 potential
