DeSoto City Lights DESOTO FIRE & PD RECALL HEROICS OF HOTEL WORKER WHO SAVED DALLAS TODDLER LaQuinta Inn Desk Supervisor Used CPR To Revive 3‐Year‐ Old From Drowning In Hot Tub By MaƩ Smith, DeSoto CommunicaƟons Manager On Saturday, December 5 th , DeSoto LaQuinta Inn Front Desk Supervisor Davion Dawson was mulƟtasking as usual. He was assisƟng customers at the front desk while simultaneously talking to his hotel’s general manager on the phone. Then he heard a commoƟon from around the corner and people yelling that a child had just drown in the hotel’s hot tub. He stopped, threw down the phone, and went on to perform heroics that even leŌ DeSoto’s first responders in awe. On December 15 th representaƟves from DeSoto Fire Rescue and the DeSoto Police Department joined officials from LaQuinta and the Wyndham Hotel Group to honor Dawson for bringing the drowned Dallas toddler back to life.

“I just hung up and said just give the child to me and let me perform CPR on him. I started performing CPR on him. The child, he wasn’t breathing. He wasn’t responding. But then when I started performing CPR, that’s when he started responding to me,” said Davion Dawson who had previously used CPR to save a fallen guest several years ago. Davion recalled that he couldn’t believe it was happening again and that throughout the enƟre process he kept thinking about one thing: “Please don’t let this child die. Please DO NOT let this child die! You have your whole life ahead of you. I know there’s a lot going on with COVID and stuff, but I was willing to risk catching COVID to save this child’s life.” DeSoto Fire Rescue EMS Division Chief Bryan Whitacre, who aƩended the gathering to honor Dawson, said that without quesƟon his intervenƟon prevented a tragedy. “Speaking with my medics and reading the reports there is no doubt if you hadn’t started CPR, that child would not have made it. They were in ICU. The child is now out of ICU and is supposed to be released from the hospital this week!” Whitacre conƟnued “Everything I’ve heard so far, it sounds like everything is going to be good, and he’s going to be out for Christmas and everybody is going to be happy.” Dawson’s boss, DeSoto LaQuinta Inn General Manager Jill Jones, spoke of her employee with a deep respect, “I’m just glad that the baby is safe and that Davion is part of the team. Davion has been working for me for nearly 11 years with La

Quinta and he’s a great asset to the company.” And the company apparently agrees! Wyndham Franchise Director Amy Armstrong was on hand to personally thank Davion and present him with a cerƟficate good for 30,000 Wyndham Rewards Points. In addiƟon , DeSoto’s City Management and Elected Officials will host a more formal recogniƟon of Davion Dawson’s lifesaving acƟons soon.

On December 1, 2020 the DeSoto City Council approved the City’s first long‐ term Strategic Plan. This process included City leadership and the community examining the City’s current state, determining its desired future state, establishing strategic prioriƟes, and defining key acƟons to achieve specific outcomes. The Vision Statement is “DeSoto will be the model community for America, giving families and commerce the vision to come and a reason to stay.” The Strategic Plan also emphasizes the City’s dedicaƟon to advancing the equitable outcomes and opportuniƟes for peoples of all races and classes. On Tuesday, November 17, 2020 and Monday, November 23, 2020, respecƟvely, the DeSoto

DeSoto has prided itself in recent years as being an extremely clean city. Several factors contribute to this. The City has a special liƩer crew that keeps the major thoroughfares clean and liƩer free and our streetsweeper makes the rounds on a regular basis. But historically, our Adopt‐a‐Street volunteers have made the biggest impact by providing the manpower to keep our residenƟal streets clear of liƩer. When the COVID‐19 shutdown occurred last spring it also limited the efforts of our Adopt‐a‐Street partners. Unfortunately we are now seeing an increase in the amount of liƩer along our streets. Faced with this reality, we would like to encourage our Adopt‐a‐ Street parƟcipants, as well as the community, to keep your streets clean. Please be cauƟous, pracƟce social distancing, wear your mask and gloves while collecƟng liƩer and use grabbers whenever possible. Want to Lower Your Sewer Charges? Reduce your water usage from December to March!

The City of DeSoto Department of Public Utilities uses the winter average method to determine the volume of sewer that will be used to calculate a residential customer’s sewer charges. In April of each year, the Utility Billing Division reviews each customer’s water usage for their December, January, February and March billings. The two months with the highest water usage are discarded, and the two months with the lowest usage are averaged together to determine the customer’s winter average for sewer usage. This winter average will be the cap on the volume of sewer for which a customer will be billed. The winter average remains in effect for one year, until the new winter average is calculated the

following April. A residential customer’s monthly sewer volume will never exceed the cap set by their winter average. However, if a customer uses less water than their winter average, the

customer’s sewer volume will be based on their actual water usage. Q: Why do you use the winter billing months for averaging?

7 am A: TradiƟonally, the four billing months with the lowest water usage for residenƟal customers are December, January, February and March. The primary reason for this is that most residenƟal customers are not watering their lawns during this Ɵme frame, so water usage is mainly inside the house. The majority of the water used during winter months is entering the sanitary sewer system.

Public Welcome! Q: Once I have my average, will it ever change? A: Your new average will be recalculated automaƟcally each year when we average your December through March bills. Your winter average could go up, go down or stay the same from year to year. It depends on how much water you use during the winter months. Q: What is my average if I am a new customer and do not have the winter months’ history? A: Each year, we average all residenƟal customers’ water usage to establish a city average. Every residenƟal customer who does not have a full December, January, February and March billing will receive the city average unƟl they have the history to establish their own winter average the following year. Cosponsor PracƟcing water conservaƟon, especially during the winter months, will also save you money year round. For more informaƟon watch a video on sewer averaging that is available on the City of DeSoto website at www.desototexas.gov. If you have quesƟons about your UƟlity Bill, please call the UƟlity Billing Department at 972.230.9627. Q: Why do you average only two of the four winter months? A: Lawn sprinkling, filling a swimming pool, holiday entertaining or having a toilet leak can all lead to increased water usage. Being able to discard the billings with the highest water usage prior to averaging the remaining two months, provides a more representaƟve measure of water flowing into the sanitary sewer system. Q: What is sewer? A: Sewer or wastewater is the used water that goes down the drains inside our homes and businesses. The most common sources of domesƟc sewer are toilets, sinks, bathtubs/showers, and washing machines. Q: Once I have my average, does this mean I will be charged this same amount for sewer every month? A: No, the average winter usage is the maximum volume of sewer for which a customer will be billed. For example, if your average winter water usage is five thousand gallons, and you use fiŌeen thousand gallons of water in a given month, you will be billed for only five thousand gallons of sewer in that month. However, if you use four thousand gallons of water in a month, you will be billed for four thousand gallons of sewer in that month. For residential customers, sewer usage will never be higher than water usage.
