RONALD GAGNON C’est avec tristesse que nous vous annonçons le décès de Monsieur Ronald Gagnon, de Hawkesbury, décédé paisiblement le mercredi 10 septembre 2025, à l’âge de 97 ans. Il était le tendre époux de feu Jeannine Gagnon née Brunet; le fils de feu Wilfrid Gagnon et de feu Marie-Louise Danis; le père bien-aimé de Roger (Rosane), Lise (Pierre), Diane et André (Christiane); le grand-père adoré de Marie- Claude, Andréane, Christian, Karine, Andrew, Benoit, et Alexandre; l’arrière-grand-père de Breslin et Philippe. Il fut prédécédé par quatre sœurs, Alice (feu Frank), Rita, Marie-Jeanne (feu Donat) et Françoise (feu Hermini), et deux frères, Robert (feu Pierrette) et Gérard (feu Aline). Il laisse également plusieurs beaux- frères, belles-sœurs, neveux et nièces. La famille aimerait remercier le personnel du Centre d’Accueil Roger Séguin à Clarence- Rockland, pour les excellents soins prodigués. Ronald était un homme exceptionnel, un époux, un père, un grand-papa. Sa loyauté envers sa famille et amis était une source d’inspiration pour tous ceux qui l’entouraient. AUX CONTRIBUABLES DE LA SUSDITE MUNICIPALITÉ DEMANDE D’APPROBATION RÉFÉRENDAIRE CONCERNANT LE SECOND PROJET DE RÈGLEMENT NUMÉRO 2025-08-902, EN CONFORMITÉ AVEC LA LOI SUR L’AMÉNAGEMENT ET L’URBANISME 1. À la suite de l’assemblée publique de consultation tenue le 23 septembre 2025, le conseil municipal a adopté le second projet de règlement numéro 2025-08-902 amendant le règlement de zonage RU-902-01- 2015 et ses amendements lors de la séance ordinaire du 9 septembre 2025. 2.Ce second projet contient une disposition qui peuvent faire l’objet d’une demande d’approbation référendairede la part des personnes intéressées pour la zone RT-04 dont l’affectation principale est « habitation (H) » du règlement de zonage numéro 902-01-2015, tel qu’amendé et des zones contiguës, RT- 09 ,RU-300, RU-328,V-07 , RU-03, RU-02, V-09 et V-08. Afin qu’un règlement qui les contient soit soumis à leur approbation conformément à la Loi sur les élections et les référendums dans les municipalités. Cette disposition est contenue à l’article 2 du second projet de règlement numéro 2025-08-92, soit l’article suivant : « ARTICLE 2 : La grille des spécifications de la zone RT-04 est modifiée par l’ajout de l’article 150 dans les dispositions particulières au zonage pour la classe d’usage H1. TO THE TAXPAYERS OF THE ABOVESAID MUNICIPALITY APPLICATION FOR REFERENDUM APPROVAL CONCERNING SECOND DRAFT BY-LAW NUMBER 2025-08-902, IN COMPLIANCE WITH THE ACT RESPECTING LAND USE PLANNING AND DEVELOPMENT 1. Following the public consultation meeting held on September 23, 2025, the Municipal Council adopted second draft by-law number 2025-08-902 amending zoning by-law RU-902-01-2015 and its amendments at the regular meeting of September 9, 2025. 2. This second draft contains a provision that may be the subject of a request for referendum approval by interested persons for zone RT-04, whose primary use is “residential (H),” of zoning by-law number 902-01- 2015, as amended, and the contiguous zones, RT-09, RU-300, RU-328, V-07, RU-03, RU-02, V-09, and V-08. So that a by-law containing them may be submitted for their approval in accordance with the Act respecting elections and referendums in municipalities. This provision is contained in section 2 of the second draft by-law number 2025-08-92, namely the following section: “SECTION 2: The specifications grid for zone RT-04 is amended by adding section 150 to the special zoning provisions for use class H1. The amendment made by this section is illustrated in red on the grid attached as Schedule A to this by-law, forming an integral part thereof.” 3. To be valid, any application must: ✓ Clearly indicate the provision it is subject to and the sector from which it originates. When a provision applies to more than one sector, any application must indicate the sector for which the application is made; ✓ Be signed by at least 12 interested persons from the sector from which it originates, or by at least a majority of them if the number of interested persons in the sector does not exceed 21; ✓ Be received at the Municipality’s office at 88 rue des Érables in Grenville-sur-la-Rouge, J0V 1 B0, no later than the 8th day following the date of publication, i.e., October 2, 2025; 4. Conditions for being an interested person: An interested person is: 1. Any person who, on June 10, 2025, and at the time of exercising their right, is not disqualified from voting under the law and who meets one of the following two conditions: a. be domiciled in the zone from which an application may originate and have been in Quebec for at least six months; b. have been, for at least twelve months, the owner of a building or the occupant of a place of business in a zone from which an application may originate. 2. A natural person must also, on June 10, 2025, and at the time of exercising their right, be of legal age, a Canadian citizen, and not be under curatorship; 3. Additional conditions for undivided co-owners of a building and co-occupants of a place of business: be designated, by means of a power of attorney signed by a majority of the co-owners or co-occupants, as the person authorized to sign the application on their behalf; 4. Conditions for exercising the right to sign an application by a legal person: every legal person must designate from among its members, directors, and employees, by resolution, a person who, on June 10, 2025, is of legal age and a Canadian citizen and who is not under curatorship. 5. No request for approval by referendum All provisions of the second draft that have not been the subject of a valid request may be included in a by-law that will not require approval by eligible voters. 6. Consultation of the draft by-law The second draft by-law number 2025-08-902 may be consulted at the office of the Municipality of Grenville- sur-la-Rouge at 88 rue des Érables, during current business hours, Monday to Friday, from 8:30 a.m. to 12:00 p.m. and 1:00 p.m. to 4:30 p.m. A copy may be obtained, free of charge, by anyone upon request.
