Korea is not unique; Japan and China are also working on development cooperation with the Global South by utilizing their respective growth-related expertise. To encourage the spread of humanity and universal values, our three countries must join forces to maximize our accomplishments. Through the ‘Trilateral+X Cooperation’ framework, we must work together to support vulnerable countries by preventing desertification, preserving marine ecosystems and reducing plastic waste. This joint cooperation will also usher in new business opportunities for the companies of all three countries … The young generations of Korea, Japan and China are now jointly generating the Korean wave that is currently sweeping the world. When I see young Koreans, Japanese and Chinese together in K-pop groups giving it their all, I have the sense that our

T oday, I propose three directions for economic cooperation … First, it is necessary to revitalize trade and investment within the region on the basis of mutual respect and trust. We need to upgrade the foundation for economic cooperation by increasing the utilization of the Regional Comprehensive Economic Partnership (RCEP), the trilateral trade and investment platform, and by promptly resuming the Trilateral FTA [free trade agreement] negotiations, which have been suspended since 2019. Above all, corporate investment constitutes the safety valve for trilateral relations. The governments

If we fail to fend off significant challenges to the freedom, peace and rule of law that we have nurtured with great devotion, attempts to upend the status quo by illegal means will continue to confront us. The war in Ukraine and military cooperation between Russia and North Korea pose a threat to the security of Europe

of our three countries [Korea, Japan and China] must work together to create a predictable and reliable business environment for foreign investors. I urge business leaders here to increase investments in lockstep with the efforts of our governments. Furthermore, the three countries must now jointly respond to global issues beyond those affecting Northeast Asia. The climate crisis is a common problem facing humanity that cannot be solved by any single country alone. Our three countries have announced carbon neutrality goals and joined the international community’s climate change responses. As major energy importers, all three countries are tasked with simultaneously achieving the two goals of economic growth and carbon reduction. The three countries have strengths in terms of carbon-free energy, including nuclear energy and hydrogen as well as carbon capture, utilization and storage. If our three countries, who possess these strengths, join forces, we will be able to overcome the global climate crisis and spearhead sustainable development. Launched in October last year in Korea, the Carbon Free Alliance will be an instrumental platform to achieve carbon neutrality. I look forward to the active participation of Korea, Japan and China’s businesses. In addition, we must bolster our cooperation for inclusive, shared growth. Korea has prevailed over the ruins of war and achieved miraculous growth. By utilizing our experience, we will proactively contribute to building a path for the whole world to develop and prosper together …

and the Indo-Pacific region simultaneously … Furthermore, the military and economic assistance that Russia may provide to North Korea would exacerbate security threats on the Korean Peninsula and in the Indo-Pacific region. We must stand firm in greater unity and solidarity for the expeditious restoration of peace in Ukraine as well as for peace and stability on the Korean Peninsula. Moreover, in accordance with United Nations Security Council resolutions, we should thoroughly prevent all efforts that contribute to North Korea’s military buildup, including military cooperation between Russia and North Korea … Alongside security cooperation to restore peace in Ukraine, we must also strengthen our solidarity to support Ukraine’s reconstruction and recovery. The Republic of Korea will continue to provide and further expand assistance essential to the Ukrainian people in various areas such as energy, healthcare, education and infrastructure … Hostile acts that exploit AI [artificial intelligence] and new digital technologies, such as cyberattacks and the spread of disinformation, loom large as new global security threats. With indiscriminate attacks on [the] digital infrastructure of countries and societies such as satellite communications systems becoming increasingly common, our digital
