Head of Conservation and Buildings

The Role The University of Oxford Estates Services maintains an estate of over 300 teaching, learning and research buildings,including some of the most iconic historic buildings within the UK. The team is also responsible for managing repairand maintenance of the University’s 933 Graduate Accommodation units across the City, along with 140 commercially let domestic properties both within Oxford and in the surrounding villages. Working closely alongside the Head of Conservation and Buildings and the Head of Engineering and Maintenance;the Asset Manager will provide strategic oversight of all physical assets and maintenance data across the UniversityEstate. The Asset Manager will be responsible for driving asset function, performance and compliance in a value formoney approach. Importantly the role will be responsible for the affective implementation of whole lifecycle asset management and its interface with university processes, systems and governance. You will need to be a self-motivated and enthusiastic problem-solver, with considerable experience of asset management, complex estate functions and reporting large datasets. You will support internal and external stakeholders in relation to asset management and work closely with colleagues from across Estates Services, including Building Services, Facilities Management, Asset and Space, the Direct Labour Organisation, Security Services, Sustainability and Compliance Teams. The Engineering Asset Manager role will be pivotal to the delivery of our Engineering and Maintenance five-star service and values.

Responsibilities The post holder will be accountable for asset management strategy and its implementation including, management of all asset data, reporting KPI’s and identifying opportunities for coordination across Estate Service functions, including:

• Undertake data analysis to report and prioritise compliance, condition and sustainability opportunities. Interfacing and Reporting • Provide a strong and seamless link to estate functions such as Building Services, Conservation, Facilities Management and Sustainability. • Engage in lessons learnt, seeking university/ occupier feedback as part of continuous improvement for all asset management activities. • Provide quality and timely asset management information, dashboards and reports as required. • Develop appropriate risk registers for asset management activities. • Implement live data reporting from existing university datasets on • Identity and report repeat building faults at the earliest opportunity. Departmental Liaison • To communicate effectively and regularly with customers, building users and members of other University teams on matters relating to asset management. • To be open, honest and clear in all communications, and able to explain the asset management data the team provides. • To treat all customers, staff, students, colleagues, partners and suppliers fairly, recognising the value of diversity and the importance of equality • To attend, as required, liaison meetings with key stakeholders to update them on individual projects and to offer expert advice on asset management relates issues.

Financial Compliance • To ensure that all purchases comply with University procurement policies and procedures and the Head of Conservation and Buildings is kept informed of financial commitments • To work with other members of the team to effectively manage and set asset management related budgets. • To set estimated replacement budgets

Administration • To report regularly to the Conservation and Buildings management team on asset management, compliance and other KPI’s. • To provide regular asset management reports and updates to governance and SLT. • To ensure that appropriate records are kept and the Estate Information Team and regularly updated. • To be an advocate for Customer Service Excellence (CSE). To monitor performance data, to review customer feedback – and respond as necessary. approach to whole lifecycle asset management. • Implement a strategic asset management plan and systems compliant approach in accordance with ISO 55001. • Produce a clear, robust and live data reporting process which can inform investment opportunities, the three-year repair and maintenance plan and the minor capital plan. • Champion continuous service improvement and embed a culture of proactive asset management. Compliance and Condition • Ensure a safe and compliant estate, driving high performance across all areas of statutory compliance and safety in relation to asset management. • Implement a robust health and safety reporting process through our asset data. • Ensure all asset records are in place, compliant and consistent. • Maintain up to date oversight of estate condition, compliance and functional suitability data through survey and recording.
