REGULATION NEWS
NOW IN EFFECT IN THE REPUBLIC OF IRELAND, THE REGULATION OF NON- DOMESTIC GAS WORKS FORMS PART OF THE REGISTERED GAS INSTALLER SCHEME… Non-Domestic Gas Works requirements
Since September 1, 2026, regulated Non-Domestic Gas Works in the Republic of Ireland must be carried out by a Registered Gas Installer (RGI) who is appropriately registered for the relevant category of work. Following public consultation held in 2024, the Commission for Regulation of Utilities (CRU) published a Decision Paper on the implementation of safety regulation of Non-Domestic Gas Works in December 2025. The definition of ‘Gas Works’ was subsequently expanded through S.I. No. 106/2026 – Electricity Regulation Act 1999 (Gas Works) Regulations 2026, which came into operation on September 1, 2026. The regulatory framework now includes regulated Non-Domestic Gas Works within the scope of I.S. 820 Non-Domestic Gas Installations, alongside the existing regulation of Domestic Gas Works. The changes are intended to strengthen gas safety through greater regulatory oversight of Non-Domestic Gas Works. They support proactive inspection of registered installers, enable investigation of illegal Gas Works and help ensure that regulated work is carried out by appropriately-registered individuals. Who may be affected? The regulation of Non-Domestic Gas Works may affect individuals and businesses involved in Gas Works that fall within the scope of the requirements, including: • Existing Registered Gas Installers (RGIs) carrying out Non-Domestic Gas Works • Gas installers carrying out regulated Non-Domestic Gas Works who are not currently registered with the RGI Scheme • Businesses employing or engaging individuals to carry out Non-Domestic Gas Works • Individuals seeking to join the RGI Scheme to undertake Non-Domestic Gas Works Not all gas-related work carried out in a non-domestic setting is within scope. The legislation contains a number of specific exclusions, including certain work in industrial premises, work covered by I.S.
EN 15001-1 and/or I.S. EN 15001-2, the design of Gas Works, and other activities specified in the Regulations. Existing RGIs and Notified Categories: Existing RGIs who carry out Domestic Gas Works only do not need to take action in relation to their Notified Category, as their membership record defaults to the Domestic category. However, RGIs intending to carry out Non-Domestic Gas Works must notify the RGI Scheme so that the relevant Non- Domestic category can be added to their membership record before undertaking work within that category. Where an RGI works across more than one applicable category, each relevant category should be notified to the RGI Scheme. Recognition of Prior Learning: The Recognition of Prior Learning process provides an alternative pathway for experienced commercial gas installers who may not meet the standard entry requirements for registration with the RGI Scheme. Applicants may be able to demonstrate, through their qualifications and professional experience, that they are
eligible to join the Scheme. Applicants approved through the RPL process must complete the relevant core modules of the Non-Domestic Gas Safety Award within six months of joining the RGI Scheme following completion of the RPL process. Information is available from the CRU. Non-Domestic Certification and ECS: The implementation of the requirements also means that RGIs carrying out regulated Non-Domestic Gas Works should ensure that the appropriate Declaration of Conformance is completed following the relevant Gas Works. Non-Domestic certification is supported through the Electronic Certification System. For Non-Domestic Gas Works, the applicable Declarations of Conformance include Certificates A, B, C and D, depending on the type of work undertaken. To support installers, employers and businesses, the RGI Scheme has devel- oped a dedicated Non-Domestic Gas Works Information Hub at www.rgi.ie/ndgw Want to know more?
