DRAFT OPEI Board Book 0625

Committee Activities

Background Policy committees include Legal & Regulatory Compliance, Engine & Fuels, Battery & Electric Products, Handheld Products, Ground Supported Products, and Vehicle committees. All committees are currently executing full agendas of pertinent issues. Legal & Regulatory Compliance Committee (“LRC”) The full committee last met on June 4 via ZOOM. The next meeting is in-person/ZOOM on October 1 at the OPEI offices. Leadership Erin Ashcroft, Stihl Incorporated (Chair) and Eric Carter, TTI (Vice-Chair) through 2025. Mr. Carter will become chair in January, and the committee will begin considering a new vice- chair/future chair as early as this fall. Agenda The following are a few items covered by the committee on June 4, not covered separately in this briefing. Marcel Detrieux (TTC), the current chair of the European Garden Machinery Industry Federation’s Technical Committee briefed the committee on June 4 on various regulatory matters being managed by the association in Brussels. OPEI and EGMF staff work closely together to serve the interests of shared members and the global industry overall. Also on June 4 the committee extensively discussed a broad set of regulatory issues covered by the committee’s Chemicals Working Group, with assistance from OPEI’s outside legal and government affairs counsel, Wiley Rein. The most significant issues are industry efforts to advocate on policy requiring the reported uses, restriction, or ban of PFAS use in products, a priority of state, federal, and foreign regulators. OPEI also relies on a broad coalition of downstream users of PFAS, the Complex Products Manufacturers Coalition, also managed by Wiley, to effectively advocate manufacturer interests. Engine and Fuels Committee (EFC) The next meeting of the Committee have been scheduled for September 30, 2025 at the OPEI offices. U.S. Environmental Protection Agency Small Engine Rules EPA has advised OPEI on multiple occasions that there is no ongoing small spark-ignition engine rulemaking activity, however they will be monitoring California’s SORE (“transition to ZEE”) Amendments rollout for future consideration.
